                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the good faith effort purchasing goal in the State
    1-3  Purchasing and General Services Act.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 3.10(b), State Purchasing and General
    1-6  Services Act (Article 601b, Vernon's Texas Civil Statutes), is
    1-7  amended to read as follows:
    1-8        (b)  The commission and each state agency shall make a good
    1-9  faith effort to assist women owned businesses to receive not less
   1-10  than a certain percent and minority owned businesses to receive not
   1-11  less than a certain <historically underutilized businesses to
   1-12  receive not less than 30> percent of the total value of all
   1-13  contract awards for the purchase of supplies, materials, services,
   1-14  and equipment that the commission or other agency expects to make
   1-15  during a fiscal year.  The commission and each state agency shall
   1-16  estimate the expected total value of the contract awards they
   1-17  expect to make that are subject to this subsection not later than
   1-18  the 60th day of the agency's fiscal year and may revise the
   1-19  estimate as new information requires.
   1-20        SECTION 2.  This Act takes effect September 1, 1995.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
