                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the review and continuation of certain state agencies
    1-3  subject to the Texas Sunset Act.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5                       ARTICLE 1.  1997 AGENCIES
    1-6        SECTION 1.01.  Section 461.004, Health and Safety Code, is
    1-7  amended to read as follows:
    1-8        Sec. 461.004.  Application of Sunset Act.  The Texas
    1-9  Commission on Alcohol and Drug Abuse is subject to Chapter 325,
   1-10  Government Code (Texas Sunset Act).  Unless continued in existence
   1-11  as provided by that chapter, the commission is abolished and this
   1-12  chapter expires September 1, 1997 <1999>.
   1-13        SECTION 1.02.  Section 2108.007, Government Code, is amended
   1-14  to read as follows:
   1-15        Sec. 2108.007.  Application of Sunset Act.  The Texas
   1-16  Incentive and Productivity Commission is subject to Chapter 325
   1-17  (Texas Sunset Act).  Unless continued in existence as provided by
   1-18  that chapter, the commission is abolished and this chapter expires
   1-19  September 1, 1997 <2001>.
   1-20        SECTION 1.03.  Section 141.012, Human Resources Code, is
   1-21  amended to read as follows:
   1-22        Sec. 141.012.  Sunset Provision.  The Texas Juvenile
   1-23  Probation Commission is subject to Chapter 325, Government Code
    2-1  (Texas Sunset Act).  Unless continued in existence as provided by
    2-2  that chapter, the commission is abolished and this chapter expires
    2-3  September 1, 1997 <1999>.
    2-4        SECTION 1.04.  Section 8, Article 4413(503), Revised
    2-5  Statutes, is amended to read as follows:
    2-6        Sec. 8.  Sunset Provision.  The Department of Protective and
    2-7  Regulatory Services is subject to Chapter 325, Government Code
    2-8  (Texas Sunset Act).  Unless continued in existence as provided by
    2-9  that chapter, the department is abolished and this article expires
   2-10  September 1, 1997 <1999>.
   2-11        SECTION 1.05.  Section 61.020, Human Resources Code, is
   2-12  amended to read as follows:
   2-13        Sec. 61.020.  Sunset Provision.  The Texas Youth Commission
   2-14  is subject to Chapter 325, Government Code (Texas Sunset Act).
   2-15  Unless continued in existence as provided by that chapter, the
   2-16  commission is abolished and this chapter expires September 1, 1997
   2-17  <1999>.
   2-18                       ARTICLE 2. 1999 AGENCIES
   2-19        SECTION 2.01.  Section 413.003, Government Code, is amended
   2-20  to read as follows:
   2-21        Sec. 413.003.  Sunset Provision.  The Criminal Justice Policy
   2-22  Council is subject to Chapter 325 (Texas Sunset Act).  Unless
   2-23  continued in existence as provided by that chapter, the council is
   2-24  abolished September 1, 1999 <1997>.
   2-25        SECTION 2.02.  Section 492.012, Government Code, is amended
    3-1  to read as follows:
    3-2        Sec. 492.012.  Sunset Provision.  The Texas Board of Criminal
    3-3  Justice and the Texas Department of Criminal Justice are subject to
    3-4  Chapter 325 (Texas Sunset Act).  Unless continued in existence as
    3-5  provided by that chapter, the board and the department are
    3-6  abolished September 1, 1999 <1997>.
    3-7        SECTION 2.03.  Subchapter B, Chapter 771, Health and Safety
    3-8  Code, is amended by adding Section 771.032 to read as follows:
    3-9        Sec. 771.032.  APPLICATION OF SUNSET ACT.  The Advisory
   3-10  Commission on State Emergency Communications is subject to Chapter
   3-11  325, Government Code (Texas Sunset Act).  Unless continued in
   3-12  existence as provided by that chapter, the advisory commission is
   3-13  abolished and this chapter expires September 1, 1999.
   3-14        SECTION 2.04.  Section 14, Chapter 462, Acts of the 68th
   3-15  Legislature, Regular Session, 1983 (Article 4413(51), Vernon's
   3-16  Texas Civil Statutes), is amended to read as follows:
   3-17        Sec. 14.  Application of Sunset Act.  The Council on Sex
   3-18  Offender Treatment <council> is subject to Chapter 325, Government
   3-19  Code (Texas Sunset Act).  Unless continued in existence as provided
   3-20  by that chapter, the council is abolished and this Act expires
   3-21  September 1, 1999 <1997>.
   3-22        SECTION 2.05.  Section 434.002(a), Government Code, is
   3-23  amended to read as follows:
   3-24        (a)  The Texas Veterans Commission is subject to Chapter 325
   3-25  (Texas Sunset Act).  Unless continued in existence as provided by
    4-1  that chapter, the commission is abolished September 1, 1999 <1997>.
    4-2        SECTION 2.06.  Section 161.0111, Natural Resources Code, is
    4-3  amended to read as follows:
    4-4        Sec. 161.0111.  Sunset Provision.  The Veterans' Land Board
    4-5  is subject to review under Chapter 325, Government Code (Texas
    4-6  Sunset Act), but is not abolished under that chapter.  The board
    4-7  shall be reviewed during the period in which state agencies
    4-8  abolished in 1999 <1997> and every 12th year after 1999 <1997> are
    4-9  reviewed.
   4-10                 ARTICLE 3.  EFFECTIVE DATE; EMERGENCY
   4-11        SECTION 3.01.  This Act takes effect September 1, 1995.
   4-12        SECTION 3.02.  The importance of this legislation and the
   4-13  crowded condition of the calendars in both houses create an
   4-14  emergency and an imperative public necessity that the
   4-15  constitutional rule requiring bills to be read on three several
   4-16  days in each house be suspended, and this rule is hereby suspended.
