    1-7                         A BILL TO BE ENTITLED
    1-8                                AN ACT
    1-9  relating to the authority of the Swisher Memorial Hospital District
   1-10  to issue anticipation notes and certificates of obligation.
   1-11        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-12        SECTION 1.  Chapter 16, Acts of the 59th Legislature, Regular
   1-13  Session, 1965, is amended by adding Section 7A to read as follows:
   1-14        Sec. 7A.  ANTICIPATION NOTES AND CERTIFICATES OF OBLIGATION.
   1-15  The Board of Directors of the Hospital District may issue:
   1-16              (1)  anticipation notes under Article 717w, Revised
   1-17  Statutes; and
   1-18              (2)  certificates of obligation under Subchapter C,
   1-19  Chapter 271, Local Government Code.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
   1-25  and that this Act take effect and be in force from and after its
   1-26  passage, and it is so enacted.
