                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the compensation of employees of public junior
    1-3  colleges.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 130, Education Code, is
    1-6  amended by adding Section 130.0035 to read as follows:
    1-7        Sec. 130.0035.  APPLICATION OF GENERAL INCREASE IN
    1-8  COMPENSATION OF STATE EMPLOYEES.  A provision of an appropriation
    1-9  act of the legislature providing for a general increase in the
   1-10  compensation of state employees in a stated percentage or amount
   1-11  applies to employees of a public junior college eligible to receive
   1-12  funds under Section 130.003, unless:
   1-13              (1)  the appropriation act expressly provides that the
   1-14  increase does not apply to employees of public junior colleges; or
   1-15              (2)  the appropriation act specifies the agencies or
   1-16  positions to which the increase in compensation applies and public
   1-17  junior colleges or public junior college employees are not included
   1-18  in the specified agencies or positions.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
