                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to parking fees and penalties for certain vehicles
    1-3  operated by or for permanently disabled persons.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 6, Chapter 338, Acts of the 64th
    1-6  Legislature, 1975 (Article 6675a-5e.1, Vernon's Texas Civil
    1-7  Statutes) is amended to read as follows:
    1-8        Section 6:  (b)  The owner of a vehicle on which the special
    1-9  license plates are displayed or in which a removable windshield
   1-10  identification card is placed on the rearview mirror of the front
   1-11  windshield is exempt from the payment of fees or penalties imposed
   1-12  by a governmental authority for parking, including at a parking
   1-13  meter, or in a space with a limitation on the length of time for
   1-14  parking, unless the vehicle was not parked at the time by or for
   1-15  the transportation of a disabled person.  This exemption does not
   1-16  apply to fees or penalties imposed by a branch of the United States
   1-17  government.  This section does not permit parking a vehicle at a
   1-18  place or time that parking is prohibited.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
