                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the calculation of property tax value.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Amends Section 11.86, Education Code, by adding
    1-5  Subsection (i) to read as follows:
    1-6        (i)  Notwithstanding the other provisions of this section, if
    1-7  the taxable value of property in a school district, as determined
    1-8  by the appraisal district, is lower than the taxable value as
    1-9  determined under Subsection (a), the taxable value as determined by
   1-10  the appraisal district shall be the tax value for purposes of this
   1-11  section.
   1-12        SECTION 2  The importance of this legislation and the crowded
   1-13  condition of the calendars in both the houses create an emergency
   1-14  and an imperative public necessity that the constitutional rule
   1-15  requiring bills to be read on three several days in each house be
   1-16  suspended, and this rule is hereby suspended, and this Act take
   1-17  effect and be in force from and after its passage, and it is so
   1-18  enacted.
