                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to contracts between the Midland County Hospital District
    1-3  and a state agency or medical school.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 112, Acts of the 65th Legislature,
    1-6  Regular Session, 1977, is amended by adding Section 6A to read as
    1-7  follows:
    1-8        Sec. 6A.  The board may contract with a state agency or
    1-9  public medical school, including the Texas Tech University Health
   1-10  Sciences Center, for the improvement and equipping of hospital
   1-11  facilities as necessary to support a surgical residency program.
   1-12  Notwithstanding other law, the state agency or medical school may
   1-13  enter into such an agreement and expend appropriated funds for that
   1-14  purpose.
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended,
   1-20  and that this Act take effect and be in force from and after its
   1-21  passage, and it is so enacted.

   1-24        (1)  On page 1, line 8, between "with a" and "public medical
    2-1  school", insert "state agency or".
    2-2        (2)  On page 1, line 12, between "the" and "medical school",
    2-3  insert "state agency or".
