    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to contracts between the Midland County Hospital District
    1-9  and a state agency or medical school.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  Chapter 112, Acts of the 65th Legislature,
   1-12  Regular Session, 1977, is amended by adding Section 6A to read as
   1-13  follows:
   1-14        Sec. 6A.  The board may contract with a state agency or
   1-15  public medical school, including the Texas Tech University Health
   1-16  Sciences Center, for the improvement and equipping of hospital
   1-17  facilities as necessary to support a surgical residency program.
   1-18  Notwithstanding other law, the state agency or medical school may
   1-19  enter into such an agreement and expend appropriated funds for that
   1-20  purpose.
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
   1-25  days in each house be suspended, and this rule is hereby suspended,
   1-26  and that this Act take effect and be in force from and after its
   1-27  passage, and it is so enacted.
