                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the duties of the secretary of state.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 405.017, Government Code, is amended by
    1-5  adding Subsection (6) to read as follows:
    1-6        Sec. 405.017.  Miscellaneous Duties.  The secretary of state
    1-7  shall:
    1-8              (1)  affix the state seal to all official documents
    1-9  issued from the secretary of state's office;
   1-10              (2)  unless provided otherwise by law, commission state
   1-11  officers;
   1-12              (3)  keep in a separate suitable book a register of all
   1-13  state officers;
   1-14              (4)  immediately on receipt, deliver to the person in
   1-15  charge of the state library all books, maps, charts, printed
   1-16  volumes of the laws of a nation, territory, or another state, or
   1-17  other political or miscellaneous publications received in the
   1-18  secretary of state's office; <and>
   1-19              (5)  immediately on receipt, deliver to the supreme
   1-20  court librarian reports of courts of a nation, territory, or
   1-21  another state received in the secretary of state's office; and
   1-22              (6)  perform such other and further duties as may be
   1-23  directed by the governor.
    2-1        SECTION 2.  This Act takes effect September 1, 1995.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended.
