                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the election of directors of the Hudspeth County
    1-3  Underground Water Conservation District No. 1.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Notwithstanding Section 50.0241, Water Code:
    1-6              (1)  at the first regularly held election of directors
    1-7  held by the Hudspeth County Underground Water Conservation District
    1-8  No. 1 following the effective date of this Act, the appropriate
    1-9  number of directors to fill vacant positions shall be elected to
   1-10  serve two-year terms;
   1-11              (2)  at the second regularly held election of directors
   1-12  held by the Hudspeth County Underground Water Conservation District
   1-13  No. 1 following the effective date of this Act, all directors of
   1-14  the district shall be elected to serve four-year terms; and
   1-15              (3)  subsequent elections of directors of the Hudspeth
   1-16  County Underground Water Conservation District No. 1 shall be held
   1-17  every four years.
   1-18        SECTION 2.  Notwithstanding Section 52.102, Water Code, the
   1-19  directors of the Hudspeth County Underground Water Conservation
   1-20  District No. 1 shall be elected from the district at large.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
