                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The number of unfunded federal mandates imposed on
    1-2  the states by the United States Congress has increased alarmingly
    1-3  in recent years; and
    1-4        WHEREAS, This continuing trend places Texas in an untenable
    1-5  position of either attempting to fund the federal requirements with
    1-6  diminishing revenue or jeopardizing this state's eligibility for
    1-7  other federal funds; and
    1-8        WHEREAS, State and federal lawmakers should engage in earnest
    1-9  discussions to address the difficult posture in which the states
   1-10  have been cast and to consider the urgent need of states to receive
   1-11  monetary assistance for federal mandates or relief from the
   1-12  enforcement of unfunded decrees; and
   1-13        WHEREAS, The members of the Texas Legislature desire to
   1-14  communicate personally with the Texas delegation to the United
   1-15  States Congress concerning this critical issue in order that our
   1-16  senators and representatives in the congress may be better
   1-17  cognizant of the effects the actions of the federal government have
   1-18  at the state level and more sensitive to the difficulties unfunded
   1-19  mandates create; now, therefore, be it
   1-20        RESOLVED, That the 74th Legislature of the State of Texas
   1-21  respectfully request the 32 members of the Texas delegation to the
   1-22  United States Congress to appear before a joint session of the
   1-23  Texas Legislature to discuss the problems that unfunded federal
   1-24  mandates present to Texas; and, be it further
    2-1        RESOLVED, That the Texas secretary of state forward an
    2-2  official copy of this resolution to each member of the Texas
    2-3  congressional delegation, advising the members of this invitation
    2-4  and hopefully anticipating their acceptance.
