                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, The members of the Texas Legislature are proud to
    1-2  commend the Honorable Michael A. Andrews for his many years of
    1-3  outstanding service to the people of Texas; and
    1-4        WHEREAS, A native Texan, Mr. Andrews received his
    1-5  undergraduate degree in history from The University of Texas at
    1-6  Austin before going on to earn a law degree from Southern Methodist
    1-7  University School of Law; and
    1-8        WHEREAS, He began his distinguished career in public life in
    1-9  1972 as an assistant district attorney in Harris County, where he
   1-10  worked for four years as a prosecutor in the special crimes
   1-11  division before entering a successful career in private practice;
   1-12  and
   1-13        WHEREAS, Deeply committed to public service, Congressman
   1-14  Andrews was first elected to serve in the United States Congress in
   1-15  1982 and earned reelection to each subsequent term, serving the
   1-16  citizens of the 25th Congressional District with integrity and
   1-17  distinction for the past 12 years; and
   1-18        WHEREAS, Recognized as a leader among the younger members of
   1-19  congress, he was elected president of his freshman Democratic class
   1-20  and went on to demonstrate his expertise in budgetary matters as an
   1-21  esteemed member of the House Ways and Means Committee and its
   1-22  health subcommittee; in recognition of his work for fiscal
   1-23  responsibility, he was appointed to both the Joint Economic
   1-24  Committee and the House Committee on the Budget; and
    2-1        WHEREAS, His congressional career has been marked by many
    2-2  noteworthy accomplishments; a leader in the area of health care
    2-3  reform, he coauthored the Managed Competition Act, which has been
    2-4  heralded as one of the most significant proposals ever offered to
    2-5  reduce health care costs; and
    2-6        WHEREAS, Congressman Andrews has demonstrated an abiding
    2-7  commitment to women's and family issues as well, and his
    2-8  outstanding work on the Freedom of Choice Act and in the areas of
    2-9  family medical leave and child support enforcement have earned him
   2-10  both the "Good Guy" and "Man of the Year" awards from the Texas
   2-11  Women's Political Caucus; and
   2-12        WHEREAS, He also eloquently expressed the district's concerns
   2-13  when he fought to keep the Shuttle and Space Station Freedom
   2-14  projects at the Johnson Space Center and when he promoted the Space
   2-15  Grant College Act, which would enhance educational and
   2-16  technological efforts related to space exploration; and
   2-17        WHEREAS, Congressman Andrews has been an articulate spokesman
   2-18  for a variety of other concerns as well, sponsoring bills to
   2-19  improve our nation's child welfare laws, promote the use of
   2-20  alternative fuels, ensure historic preservation, and provide needed
   2-21  tax relief for individuals and small business; and
   2-22        WHEREAS, In recognition of his exemplary service to his state
   2-23  and nation, he has been honored with several prestigious accolades,
   2-24  and in 1990 he was named one of Congress's Rising Stars by the
   2-25  National Journal; and
   2-26        WHEREAS, In addition to his prominent career as a statesman,
   2-27  Representative Andrews is well regarded in the Houston community
    3-1  for his successful career as an attorney; and
    3-2        WHEREAS, Throughout his many endeavors, he has enjoyed the
    3-3  love and support of his wife, Ann Bowman Andrews, and the couple's
    3-4  two fine children, Caroline and Emily; and
    3-5        WHEREAS, A man of great vision, Congressman Andrews has
    3-6  demonstrated admirable perseverance and dedication in promoting
    3-7  legislation to benefit all Texans throughout his congressional
    3-8  career; at this time, it is indeed fitting that the members of the
    3-9  Texas Legislature recognize him for his exceptional and lasting
   3-10  contributions to the people of this state; now, therefore, be it
   3-11        RESOLVED, That the 74th Legislature of the State of Texas,
   3-12  Regular Session, 1995, hereby commend United States Representative
   3-13  Michael A. Andrews for his outstanding service to the Congress of
   3-14  the United States and extend best wishes to him for his continued
   3-15  success and happiness; and, be it further
   3-16        RESOLVED, That an official copy of this resolution be
   3-17  prepared for him as an expression of high regard from the Texas
   3-18  House of Representatives and Senate.
