No. 87 1-2 (In the Senate - Received from the House April 6, 1995; 1-3 April 10, 1995, read first time and referred to Committee on 1-4 Administration; April 19, 1995, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; April 19, 1995, sent to printer.) 1-6 HOUSE CONCURRENT RESOLUTION 1-7 WHEREAS, State law specifies in Section 4.10, Article 601b, 1-8 Vernon's Texas Civil Statutes, those persons eligible for burial in 1-9 the State Cemetery and authorizes the legislature to grant 1-10 eligibility to other persons through the adoption of a concurrent 1-11 resolution; and 1-12 WHEREAS, J. Neal Miller, Jr., a member of the Interstate Oil 1-13 and Gas Compact Commission, has expressed a desire to be buried in 1-14 the State Cemetery; and 1-15 WHEREAS, Mr. Miller's long and illustrious record of public 1-16 service began in 1964 when he was elected mayor of the city of 1-17 Orange, and during his accomplished tenure in office, he helped to 1-18 initiate Orange County Day at the State Capitol; and 1-19 WHEREAS, This patriotic gentleman served in the United States 1-20 Army during World War II and the Korean conflict, receiving nine 1-21 decorations for his valor and courage; and 1-22 WHEREAS, In the ensuing years, Mr. Miller has dedicated 1-23 himself to preserving the historic State Capitol, contributing his 1-24 time and resources to the furnishing of the Lieutenant Governor's 1-25 Reception Room; he helped to save the "Capitol Oaks" during the 1-26 Capitol's restoration by having them transplanted to the grounds of 1-27 the John H. Reagan Building in the Capitol Complex; and 1-28 WHEREAS, This hardworking Texan also was instrumental in the 1-29 effort to restore the original goddess of liberty that graced the 1-30 dome of the Capitol for 97 years and to have her placed in the 1-31 Texas Memorial Museum on The University of Texas campus; and 1-32 WHEREAS, Mr. Miller has a keen personal interest in Texas and 1-33 its historic Capitol; he can date his Texas ancestors back to 1822, 1-34 one of whom worked on the construction of the original State 1-35 Capitol; and 1-36 WHEREAS, J. Neal Miller, Jr., continues to assist the State 1-37 Preservation Board with various projects and to render long hours 1-38 of dedicated service to the protection of this state's historic 1-39 legacy; in light of his outstanding contributions, it is fitting 1-40 that he be allowed to designate the State Cemetery as his final 1-41 resting place; now, therefore, be it 1-42 RESOLVED, That the 74th Legislature of the State of Texas 1-43 hereby authorize the burial of J. Neal Miller, Jr., in the State 1-44 Cemetery, provided proper application for assignment of burial 1-45 space is made to the General Services Commission as required by 1-46 law. 1-47 * * * * *
