    1-6                      HOUSE CONCURRENT RESOLUTION
    1-7        WHEREAS, The Lorenzo de Zavala Youth Legislative Session is a
    1-8  laudable project of the National Hispanic Institute that offers
    1-9  young Texans an opportunity to experience firsthand the operations
   1-10  of representative government; and
   1-11        WHEREAS, The program promotes dedication to excellence in
   1-12  personal development, active interest in community service,
   1-13  positive understanding of Hispanic contributions to the American
   1-14  quality of life, commitment to the highest standards of education,
   1-15  and participation in the community through conscientious,
   1-16  responsible and articulate leadership; and
   1-17        WHEREAS, Student members of the National Hispanic Institute
   1-18  are selected on the basis of academic achievement and interest in
   1-19  pursuing postsecondary studies and are ranked among the top 15
   1-20  percent of their high school classes; and
   1-21        WHEREAS, Since 1982, the Lorenzo de Zavala Youth Legislative
   1-22  Session has served more than 6,000 students, 98 percent of whom
   1-23  have gained admission to the nation's best colleges and
   1-24  universities; and
   1-25        WHEREAS, The National Hispanic Institute has requested use of
   1-26  the house and senate chambers on Wednesday through Friday, July
   1-27  26-28, 1995, to conduct its mock youth legislative session; and
   1-28        WHEREAS, The Texas Legislature heartily endorses the goals of
   1-29  the Lorenzo de Zavala Youth Legislative Session and applauds the
   1-30  National Hispanic Institute for sponsoring this valuable program;
   1-31  now, therefore, be it
   1-32        RESOLVED, That the 74th Legislature of the State of Texas
   1-33  hereby grant permission to the National Hispanic Institute, in
   1-34  accordance with the rules of the house and senate and the policies
   1-35  of their respective committees on administration, to use the house
   1-36  and senate chambers on July 26-28, 1995, for the purpose of
   1-37  conducting the 13th annual Lorenzo de Zavala Youth Legislative
   1-38  Session, provided that the house of representatives and senate are
   1-39  not in session.
