                              HOUSE CONCURRENT RESOLUTION
    1-1        WHEREAS, The issuance of special license plates for use on
    1-2  private vehicles is a courtesy extended by the Texas Department of
    1-3  Transportation to various officials in Texas state government and
    1-4  in the federal government; and
    1-5        WHEREAS, To avoid proliferation of special license plates for
    1-6  state officials, and thereby prevent undue administrative costs,
    1-7  the 61st Legislature adopted House Concurrent Resolution 5, which
    1-8  directed the State Highway Commission to issue "State Official"
    1-9  plates to members of the Legislature, Governor, Lieutenant
   1-10  Governor, Supreme Court Justices, Judges of the Court of Criminal
   1-11  Appeals, the Attorney General, State Treasurer, Commissioner of the
   1-12  General Land Office, State Comptroller, State Railroad
   1-13  Commissioners, Agriculture Commissioner, and the Secretary of
   1-14  State; and
   1-15        WHEREAS, The 67th Legislature in the 1981 regular session
   1-16  adopted Senate Concurrent Resolution 37, which directed the State
   1-17  Department of Highways and Public Transportation to issue "State
   1-18  Official" plates to the Governor, Lieutenant Governor, Speaker of
   1-19  the House, Secretary of State, Comptroller of Public Accounts,
   1-20  State Treasurer, Commissioner of the General Land Office, Attorney
   1-21  General, members of the Railroad Commission of Texas, members of
   1-22  the Board of Education, Commissioner of Agriculture, Supreme Court
   1-23  Justices, Judges of the Court of Criminal Appeals, and members of
    2-1  the Legislature; and
    2-2        WHEREAS, The 71st Legislature, in its 1989 regular session,
    2-3  adopted Senate Concurrent Resolution 70, which directed the State
    2-4  Department of Highways and Public Transportation to issue "U.S.
    2-5  Congress" plates to members of the Texas delegation to the United
    2-6  States Senate and House of Representatives and to issue "U.S.
    2-7  Judge" plates to justices of the Fifth Circuit Court of Appeals,
    2-8  federal district judges, and federal bankruptcy judges residing in
    2-9  Texas; and
   2-10        WHEREAS, The 73rd Legislature adopted House Concurrent
   2-11  Resolution 138, which directed the Texas Department of
   2-12  Transportation to issue "U.S. Judge" plates to magistrates for the
   2-13  United States district courts; and
   2-14        WHEREAS, Texas Court of Appeal judges, district court judges
   2-15  and magistrates, members of the Administrative Judicial Districts,
   2-16  County judges and magistrates, statutory county court judges, and
   2-17  those judges who preside over special county courts were not
   2-18  included among those eligible to receive "State Judge" license
   2-19  plates: and
   2-20        WHEREAS, It is in order for the legislature to expand its
   2-21  policy on the eligibility of judges for special license plates;
   2-22  now, therefore, be it
   2-23        RESOLVED, The 74th Legislature of the State of Texas hereby
   2-24  directs the Texas Department of Transportation to issue "State
   2-25  Judge" plates to Texas Court of Appeal judges, district court
    3-1  judges and magistrates, members of the Administrative Judicial
    3-2  Districts, statutory county court judges, and those judges who
    3-3  preside over special county courts, by whatever name they may be
    3-4  designated, which are created by Acts of the Texas Legislature of
    3-5  the State of Texas; and "County Judge" plates to County judges and
    3-6  magistrates, statutory county court judges, and those judges who
    3-7  preside over special county courts; and be it further
    3-8        RESOLVED, That the issuance of such special license plates be
    3-9  limited to two sets of plates for each official.
