By Rodriguez H.C.R. No. 129 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The San Antonio State Chest Hospital was established 1-2 in 1953 as a tuberculosis sanitorium and is operated today by the 1-3 Texas Department of Health as a 115-bed hospital for the treatment 1-4 of infectious diseases, including multiple-drug resistant 1-5 tuberculosis, Hansen's disease, and acquired immune deficiency 1-6 syndrome; and 1-7 WHEREAS, The San Antonio State School, operated by the Texas 1-8 Department of Mental Health and Mental Retardation, was established 1-9 in 1978 to provide residential care to mentally retarded persons 1-10 who cannot otherwise care for themselves; and 1-11 WHEREAS, The San Antonio State Hospital, operated by the 1-12 Texas Department of Mental Health and Mental Retardation, was 1-13 established in 1892 and is operated today as the San Antonio State 1-14 Hospital, providing mental health treatment and services to 1-15 individuals with mental illness; and 1-16 WHEREAS, The San Antonio State Chest Hospital, the San 1-17 Antonio State Hospital, and the San Antonio State School share a 1-18 campus of 65 acres and desire to provide services for their 1-19 patients and residents in the most cost-efficient manner; and 1-20 WHEREAS, These institutions currently cooperate to provide 1-21 services to complement their respective missions; and 1-22 WHEREAS, The physical plants of these institutions are in 1-23 need of major maintenance in the mechanical, electrical, and 2-1 plumbing systems, as well as the needs for asbestos removal and 2-2 other renovations to ensure suitable facilities for the care of the 2-3 residents and patients; and 2-4 WHEREAS, The collocation of these institutions provides 2-5 opportunities to share certain support services, such as food, 2-6 laundry, laboratory, and pharmacy services; now, therefore, be it 2-7 RESOLVED, That the Texas Department of Health and the Texas 2-8 Department of Mental Health and Mental Retardation conduct a 2-9 feasibility study to ascertain the costs for constructing and/or 2-10 renovating buildings on the campus of the San Antonio State Chest 2-11 Hospital, the San Antonio State Hospital, and the San Antonio State 2-12 School in order to achieve the maximum benefits from their 2-13 collocation; and, be it further 2-14 RESOLVED, That the cost of the feasibility study be within 2-15 the authorized appropriation of each agency; and, be it further 2-16 RESOLVED, That the Texas Department of Health and the Texas 2-17 Department of Mental Health and Mental Retardation report the 2-18 findings of the feasibility study to the 75th Legislature.
