By Rodriguez H.C.R. No. 129 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, the San Antonio State Chest Hospital was established 1-2 in 1953 as a tuberculosis sanitorium and is operated today by the 1-3 Texas Department of Health as a 115-bed hospital for the treatment 1-4 of infectious diseases, including multiple-drug resistant 1-5 tuberculosis, Hansen's disease, and acquired immune deficiency 1-6 syndrome; and 1-7 WHEREAS, the San Antonio State School, operated by the Texas 1-8 Department of Mental Health and Mental Retardation, was established 1-9 in 1978 to provide residential care to mentally retarded persons 1-10 who cannot otherwise care for themselves; and 1-11 WHEREAS, the San Antonio State Chest Hospital and the San 1-12 Antonio State School share a campus of 65 acres and desire to 1-13 provide services for their patients and residents in the most 1-14 cost-efficient manner; and 1-15 WHEREAS, the two institutions currently cooperate to provide 1-16 services to complement their respective missions; and 1-17 WHEREAS, the physical plants of both institutions are in need 1-18 of major maintenance in the mechanical, electrical, and plumbing 1-19 systems, as well as the needs for asbestos removal and other 1-20 renovations to insure suitable facilities for the care of the 1-21 residents and patients; and 1-22 WHEREAS, the collocation of these institutions provide 1-23 opportunities to share certain support services, such as food, 2-1 laundry, laboratory, and pharmacy services; NOW, THEREFORE, BE IT 2-2 RESOLVED, That the Texas Department of Health and the Texas 2-3 Department of Mental Health and Mental Retardation conduct a 2-4 feasibility study to ascertain the costs for constructing and/or 2-5 renovating buildings on the campus of the San Antonio State Chest 2-6 Hospital and the San Antonio State School in order to achieve the 2-7 maximum benefits from their collocation; and BE IT FURTHER 2-8 RESOLVED, That the cost of the feasibility study be within 2-9 the authorized appropriation of each agency; and BE IT FURTHER 2-10 RESOLVED, That the Texas Department of Health and the Texas 2-11 Department of Mental Health and Mental Retardation report the 2-12 findings of the feasibility study to the 75th Legislature.
