No. 129 1-2 (In the Senate - Received from the House May 22, 1995; 1-3 May 23, 1995, read first time and referred to Committee on Health 1-4 and Human Services; May 23, 1995, reported favorably by the 1-5 following vote: Yeas 5, Nays 0; May 23, 1995, sent to printer.) 1-6 HOUSE CONCURRENT RESOLUTION 1-7 WHEREAS, The San Antonio State Chest Hospital was established 1-8 in 1953 as a tuberculosis sanitorium and is operated today by the 1-9 Texas Department of Health as a 115-bed hospital for the treatment 1-10 of infectious diseases, including multiple-drug resistant 1-11 tuberculosis, Hansen's disease, and acquired immune deficiency 1-12 syndrome; and 1-13 WHEREAS, The San Antonio State School, operated by the Texas 1-14 Department of Mental Health and Mental Retardation, was established 1-15 in 1978 to provide residential care to mentally retarded persons 1-16 who cannot otherwise care for themselves; and 1-17 WHEREAS, The San Antonio State Hospital, operated by the 1-18 Texas Department of Mental Health and Mental Retardation, was 1-19 established in 1892 and is operated today as the San Antonio State 1-20 Hospital, providing mental health treatment and services to 1-21 individuals with mental illness; and 1-22 WHEREAS, The San Antonio State Chest Hospital, the San 1-23 Antonio State Hospital, and the San Antonio State School share a 1-24 campus of 65 acres and desire to provide services for their 1-25 patients and residents in the most cost-efficient manner; and 1-26 WHEREAS, These institutions currently cooperate to provide 1-27 services to complement their respective missions; and 1-28 WHEREAS, The physical plants of these institutions are in 1-29 need of major maintenance in the mechanical, electrical, and 1-30 plumbing systems, as well as the needs for asbestos removal and 1-31 other renovations to ensure suitable facilities for the care of the 1-32 residents and patients; and 1-33 WHEREAS, The collocation of these institutions provides 1-34 opportunities to share certain support services, such as food, 1-35 laundry, laboratory, and pharmacy services; now, therefore, be it 1-36 RESOLVED, That the Texas Department of Health and the Texas 1-37 Department of Mental Health and Mental Retardation conduct a 1-38 feasibility study to ascertain the costs for constructing and/or 1-39 renovating buildings on the campus of the San Antonio State Chest 1-40 Hospital, the San Antonio State Hospital, and the San Antonio State 1-41 School in order to achieve the maximum benefits from their 1-42 collocation; and, be it further 1-43 RESOLVED, That the cost of the feasibility study be within 1-44 the authorized appropriation of each agency; and, be it further 1-45 RESOLVED, That the Texas Department of Health and the Texas 1-46 Department of Mental Health and Mental Retardation report the 1-47 findings of the feasibility study to the 75th Legislature. 1-48 * * * * *
