H.C.R. No. 131 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, On February 17, 1995, Dr. Carol Diann Smith Surles 1-2 was inaugurated as the ninth president of Texas Woman's University, 1-3 and the experience, integrity, and professionalism she brings to 1-4 this position will undoubtedly be of great benefit to the students 1-5 and faculty of that fine institution; and 1-6 WHEREAS, Highly regarded throughout her field for her 1-7 academic and administrative credentials, Dr. Surles is well 1-8 qualified to join the ranks of this school's dedicated and 1-9 visionary chief executives; a graduate of Fisk University in 1-10 Nashville, she went on to earn a master's degree in counseling from 1-11 Chapman College in Orange, California, and a doctorate in education 1-12 from the University of Michigan at Ann Arbor; and 1-13 WHEREAS, A former counselor, social worker, and public 1-14 television producer, Dr. Surles was successful in a number of 1-15 professional capacities before embarking on her career in the field 1-16 of education, which she has served with distinction at such fine 1-17 institutions as California State University at Hayward, Jackson 1-18 State University, the University of Michigan, and the University of 1-19 Central Florida; and 1-20 WHEREAS, Her work as a professor of management, as an 1-21 administrator, and as a social scientist has earned her the respect 1-22 and admiration of her colleagues throughout the country, and she 1-23 has been recognized with such prestigious honors as the Delta Tau 1-24 Kappa Outstanding Scholar's Award, the United Auto Workers Award 2-1 for Civil Rights, and the Leadership Orlando Presidential Award, 2-2 among many others; she also has merited inclusion in such noted 2-3 publications as Who's Who in the South and Southwest, Who's Who 2-4 Among Black Americans, and Who's Who Among America's Teachers; and 2-5 WHEREAS, Despite her busy schedule, this esteemed educator 2-6 has always made time to contribute to many professional and 2-7 academic organizations, including the American Association of 2-8 University Professors, the American Association of University 2-9 Women, the Golden Key Honor Society, and Pi Lambda Theta Honor 2-10 Society; she has further served her community as a distinguished 2-11 member of the League of Women Voters, the National Urban League, 2-12 and other civic leadership groups; and 2-13 WHEREAS, Throughout her remarkable career, Dr. Surles has 2-14 enjoyed the love and support of her two children, and the family's 2-15 devotion to learning has been evident in their accomplishments; her 2-16 son, Philip, is an industrious student at Strickland Middle School 2-17 in Denton, while her daughter, Lisa, is pursuing a doctorate at the 2-18 College of William and Mary; and 2-19 WHEREAS, Texas Woman's University is the nation's largest 2-20 university primarily for women, and its reputation for educational 2-21 excellence and academic leadership will undoubtedly flourish under 2-22 the guidance of this distinguished educator; as Dr. Surles 2-23 undertakes the challenge of leading this university into the next 2-24 century, it is only fitting that the members of the Texas 2-25 Legislature recognize her for her outstanding achievements at this 2-26 time; now, therefore, be it 2-27 RESOLVED, That the 74th Legislature of the State of Texas 3-1 hereby congratulate Dr. Carol Diann Smith Surles on her selection 3-2 as the ninth president of Texas Woman's University and extend to 3-3 her warmest best wishes for many years of success and happiness in 3-4 her new post; and, be it further 3-5 RESOLVED, That an official copy of this resolution be 3-6 prepared for Dr. Surles as an expression of high regard by the 3-7 Legislature of the State of Texas.
