                              HOUSE CONCURRENT RESOLUTION
    1-1        WHEREAS, The recent passing of Joe Manor on March 6, 1995, at
    1-2  the age of 86, has deeply saddened the many friends and relatives
    1-3  of this esteemed Austin businessman and civic leader; and
    1-4        WHEREAS, A third-generation Travis County resident, Mr. Manor
    1-5  could trace his proud lineage in this state back to distinguished
    1-6  forebears who accompanied Sam Houston to Texas in the 1830s; the
    1-7  town of Manor was named for his great-uncle, James Manor, who chose
    1-8  to settle in the area east of Austin after his arrival in Texas;
    1-9  and
   1-10        WHEREAS, The cofounder and owner of Hyltin-Manor Funeral Home
   1-11  in Austin until his retirement in 1975, Mr. Manor began his career
   1-12  in the funeral business in 1929 and, during more than four decades
   1-13  of outstanding service, lent much needed comfort and assistance to
   1-14  countless bereaved individuals, and the great sincerity,
   1-15  compassion, and professionalism he exhibited in the workplace
   1-16  earned him the lasting regard of his fellow citizens; and
   1-17        WHEREAS, Mr. Manor rose to prominence in his field and
   1-18  provided staunch leadership to his professional colleagues
   1-19  throughout his tenure as president of the South Central Texas
   1-20  Funeral Directors Association and as a board member of the Texas
   1-21  Funeral Directors Association, to which he proved an invaluable
   1-22  asset as a member of its legislative committee for many years; and
   1-23        WHEREAS, His extensive experience in the funeral profession
   1-24  led to his appointment by Governor Preston Smith to the State Board
    2-1  of Morticians, now the Texas Funeral Service Commission, and in
    2-2  1971 he was chosen to lead the board as its president; and
    2-3        WHEREAS, Mr. Manor took pride in his civic responsibilities
    2-4  as well and was active in community and business affairs as a
    2-5  member of the Headliners Club, as the founder and chairman of the
    2-6  Greater Austin Association, as a life member and former president
    2-7  of the Austin Downtown Optimist Club and the Austin Junior Chamber
    2-8  of Commerce, as a former board member of the Greater Austin Chamber
    2-9  of Commerce, and as a charter member of the Austin Better Business
   2-10  Bureau; and
   2-11        WHEREAS, In addition, this admirable gentleman belonged to
   2-12  several fraternal organizations, including the Ben Hur Shrine
   2-13  Temple, the Ben Hur Shrine Drum & Bugle Corps, and the Quiet
   2-14  Birdmen Squadron; he also was a dedicated Aquafest volunteer and
   2-15  had contributed to the success of this popular Austin festival for
   2-16  many years through his exemplary service in such demanding posts as
   2-17  captain, vice president, commodore, and president of the
   2-18  organization; and
   2-19        WHEREAS, In recognition of the many significant contributions
   2-20  Mr. Manor made to the benefit of his community and profession, he
   2-21  was named the deserving recipient of the Optimist International
   2-22  Golden Circle Award, the 50 Year License Award by the Texas Funeral
   2-23  Directors Association, and the 50 Year Member Award by his lodge
   2-24  brothers in Capitol Lodge No. 23 I.O.O.F.; and
   2-25        WHEREAS, A man who espoused the traditional values of love of
   2-26  family, God, and country, he enjoyed a happy and rewarding marriage
   2-27  with his beloved wife, Mildred Briscoe Manor, until her passing in
    3-1  1993 and was equally devoted to his daughter, Marcia Ann, his three
    3-2  grandchildren, and his great-grandson; in his youth, he served the
    3-3  war effort by training pilots at Hicks Air Field in Fort Worth and
    3-4  he also was a lifelong Baptist who served as a longtime member of
    3-5  the Webberville Baptist Church; and
    3-6        WHEREAS, Joe Manor gave generously of himself to others for
    3-7  many years through his numerous professional and civic endeavors
    3-8  and his friendship, wisdom, and kindness enriched the lives of all
    3-9  who were fortunate to know him; though his presence is gone from us
   3-10  now, his many accomplishments and good deeds will continue to
   3-11  endure for many years to come as a lasting reminder of this
   3-12  extraordinary Texan; now, therefore, be it
   3-13        RESOLVED, That the 74th Legislature of the State of Texas
   3-14  hereby pay tribute to the life of Joe Manor and extend heartfelt
   3-15  sympathy to the members of his family: to his daughter, Marcia Ann
   3-16  Manor of Austin; to his grandchildren, Richard S. Foster, Jr., of
   3-17  Austin, Elizabeth Allene Foster of Houston, and Robert Manor Foster
   3-18  of Austin; to his great-grandson, Skyler Hudson Foster of Austin;
   3-19  to his sister-in-law, Allene Barker of Manchaca; and to the many
   3-20  other friends and relatives of this fine man; and, be it further
   3-21        RESOLVED, That an official copy of this resolution be
   3-22  prepared for the members of his family and that when the Texas
   3-23  House of Representatives and Senate adjourn this day, they do so in
   3-24  memory of Joe Manor.
