                              HOUSE CONCURRENT RESOLUTION
    1-1        WHEREAS, The citizens of Pearland lost a distinguished civic
    1-2  leader and a valued friend with the passing of Mayor C. V. "Vic"
    1-3  Coppinger on March 28, 1995, at the age of 76; and
    1-4        WHEREAS, A native Texan, he was born August 3, 1918, in
    1-5  Missouri City and moved in his infancy to the community he would
    1-6  make his lifelong home; his only lengthy absence from Pearland
    1-7  occurred during World War II, when he bravely served his country
    1-8  for five years as an Army Air Force radar bombardier-navigator
    1-9  aboard a B-29 bomber in the Pacific Theater; and
   1-10        WHEREAS, Mayor Coppinger was a banker by profession and
   1-11  served as director of the First State Bank of Hitchcock, a holding
   1-12  company that owned banks in Texas City, Santa Fe, Galveston, and
   1-13  Crystal Beach; yet, despite his demanding professional life, this
   1-14  esteemed gentleman always found time in his busy schedule to work
   1-15  toward the benefit of his community; and
   1-16        WHEREAS, Pearland's Citizen of the Year for 1987 and 1994,
   1-17  Mayor Coppinger contributed a segment of the 16-acre development
   1-18  known as the C. V. "Vic" Coppinger Family YMCA to the citizens of
   1-19  Pearland and also gave generously of his resources as an active
   1-20  supporter of numerous other worthy concerns; and
   1-21        WHEREAS, At the time of his passing, Mayor Coppinger was in
   1-22  the midst of his second three-year term as mayor of Pearland and
   1-23  his tenure in office witnessed many significant gains for the
   1-24  community; and
    2-1        WHEREAS, In all aspects of his life, C. V. "Vic" Coppinger
    2-2  set an inspiring example of leadership and commitment to others;
    2-3  though he will be deeply missed by all who were privileged to know
    2-4  him, his memory will long endure through the lasting legacy of
    2-5  achievement he leaves behind; now, therefore, be it
    2-6        RESOLVED, That the 74th Legislature of the State of Texas
    2-7  hereby pay tribute to the life of Pearland Mayor C. V.  "Vic"
    2-8  Coppinger and extend deepest sympathy to the members of his family:
    2-9  to his wife, Frances Donalson Coppinger; to his daughters, Sheila
   2-10  Polk of Austin, Cathy Lewis of Houston, Barbara Lawrence of Eglin
   2-11  Air Force Base, Florida, Christine Lee of Bay City, and Celeste
   2-12  Carlton of Austin; and to the many other friends and relatives of
   2-13  this fine man; and, be it further
   2-14        RESOLVED, That an official copy of this resolution be
   2-15  prepared for the members of his family and that when the Texas
   2-16  House of Representatives and Senate adjourn this day, they do so in
   2-17  memory of Mayor C.  V.  "Vic" Coppinger.
