No. 166 74R10687 RNS-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The Legislature of the State of Texas has enacted 1-2 various and significant measures intended to reduce the toll in 1-3 human suffering and loss of property that is caused by drinking and 1-4 driving; and 1-5 WHEREAS, The Texas Department of Public Safety is charged to 1-6 establish and carry out a comprehensive plan for the education of 1-7 citizens of this state in matters of public safety; and 1-8 WHEREAS, The Texas Drivers Handbook, issued by the 1-9 department, is instrumental in forming the perceptions of young 1-10 citizens and is a powerful means of educating beginning drivers 1-11 about the dangers of driving while under the influence of 1-12 intoxicating substances; and 1-13 WHEREAS, The effect of this teaching device could be further 1-14 enhanced by including additional information showing the nature, 1-15 causes, and consequences of driving while intoxicated, and the 1-16 Texas Legislature is convinced that such information might play a 1-17 significant role in promoting the safety of all our citizens; now, 1-18 therefore, be it 1-19 RESOLVED, That the 74th Legislature of the State of Texas 1-20 hereby encourage the Texas Department of Public Safety to include 1-21 certain additional information regarding alcohol and drug abuse in 1-22 the Texas Drivers Handbook; and, be it further 1-23 RESOLVED, That the Texas Drivers Handbook be revised to 1-24 reflect at least the following additional items: 2-1 (1) the physical effects of consumption of alcohol and 2-2 use of other intoxicating substances on the ability of a person to 2-3 operate a motor vehicle; 2-4 (2) a blood alcohol content table showing the effects 2-5 of alcohol consumption by body weight; 2-6 (3) the relative effect of beer, wine, and liquor 2-7 consumption; 2-8 (4) the legal and financial consequences resulting 2-9 from a conviction of driving while intoxicated, including the 2-10 effect of license revocation laws; and 2-11 (5) inclusion of these items among the questions to be 2-12 answered on the written examination administered by the department; 2-13 and, be it further 2-14 RESOLVED, That the secretary of state forward an official 2-15 copy of this resolution to the members of the Public Safety 2-16 Commission.
