No. 166 1-2 (In the Senate - Received from the House May 17, 1995; 1-3 May 19, 1995, read first time and referred to Committee on State 1-4 Affairs; May 25, 1995, reported favorably by the following vote: 1-5 Yeas 9, Nays 0; May 25, 1995, sent to printer.) 1-6 HOUSE CONCURRENT RESOLUTION 1-7 WHEREAS, The Legislature of the State of Texas has enacted 1-8 various and significant measures intended to reduce the toll in 1-9 human suffering and loss of property that is caused by drinking and 1-10 driving; and 1-11 WHEREAS, The Texas Department of Public Safety is charged to 1-12 establish and carry out a comprehensive plan for the education of 1-13 citizens of this state in matters of public safety; and 1-14 WHEREAS, The Texas Drivers Handbook, issued by the 1-15 department, is instrumental in forming the perceptions of young 1-16 citizens and is a powerful means of educating beginning drivers 1-17 about the dangers of driving while under the influence of 1-18 intoxicating substances; and 1-19 WHEREAS, The effect of this teaching device could be further 1-20 enhanced by including additional information showing the nature, 1-21 causes, and consequences of driving while intoxicated, and the 1-22 Texas Legislature is convinced that such information might play a 1-23 significant role in promoting the safety of all our citizens; now, 1-24 therefore, be it 1-25 RESOLVED, That the 74th Legislature of the State of Texas 1-26 hereby encourage the Texas Department of Public Safety to include 1-27 certain additional information regarding alcohol and drug abuse in 1-28 the Texas Drivers Handbook; and, be it further 1-29 RESOLVED, That the Texas Drivers Handbook be revised to 1-30 reflect at least the following additional items: 1-31 (1) the physical effects of consumption of alcohol and 1-32 use of other intoxicating substances on the ability of a person to 1-33 operate a motor vehicle; 1-34 (2) a blood alcohol content table showing the effects 1-35 of alcohol consumption by body weight; 1-36 (3) the relative effect of beer, wine, and liquor 1-37 consumption; 1-38 (4) the legal and financial consequences resulting 1-39 from a conviction of driving while intoxicated, including the 1-40 effect of license revocation laws; and 1-41 (5) inclusion of these items among the questions to be 1-42 answered on the written examination administered by the department; 1-43 and, be it further 1-44 RESOLVED, That the secretary of state forward an official 1-45 copy of this resolution to the members of the Public Safety 1-46 Commission. 1-47 * * * * *
