No. 171 74R10674 SMC-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The Texas State Board of Plumbing Examiners 1-2 requires that applicants for a plumbing inspector's license pass an 1-3 examination administered by the board; and 1-4 WHEREAS, A plumbing inspector is employed by a political 1-5 subdivision for the purpose of inspecting plumbing work and 1-6 installations in connection with health and safety laws and 1-7 ordinances; and 1-8 WHEREAS, The Plumbing License Law requires the board to 1-9 adopt the Southern Standard Plumbing Code, the Uniform Plumbing 1-10 Code, and the National Standard Plumbing Code in order to protect 1-11 the health and safety of the citizens of this state; and 1-12 WHEREAS, The Building Officials Code Administrators, the 1-13 International Conference of Building Officials, and the Southern 1-14 Building Code Congress International produce and administer 1-15 examinations for certification of familiarity with such codes; and 1-16 WHEREAS, The health and safety of the citizens of this state 1-17 will be protected if the plumbing inspectors employed by the 1-18 municipalities of Texas are certified for their familiarity with 1-19 the codes adopted by their respective municipalities; now, 1-20 therefore, be it 1-21 RESOLVED, That the 74th Legislature of the State of Texas 1-22 hereby direct the Texas State Board of Plumbing Examiners to review 1-23 the certification examinations of the Building Officials Code 1-24 Administrators, the International Conference of Building Officials, 2-1 and the Southern Building Code Congress International, and to 2-2 consider adopting a rule approving such examinations as the 2-3 equivalent of and substitute for the examination for licensing of 2-4 plumbing inspectors administered by the board; and, be it further 2-5 RESOLVED, That the board consult with municipal and building 2-6 officials, plumbing inspectors, and representatives of the 2-7 previously mentioned organizations regarding the procedure and 2-8 feasibility of approving such an examination for use as a 2-9 substitute for the plumbing inspectors licensing examination 2-10 administered by the board; and, be it further 2-11 RESOLVED, That should the board fail to approve the 2-12 certification examinations of any of the foregoing organizations 2-13 for use as a substitute for the plumbing inspectors licensing 2-14 examination administered by the board, that the board shall report 2-15 those objections and findings to the legislature not later than 2-16 August 31, 1996; and, be it further 2-17 RESOLVED, That the secretary of state forward official 2-18 copies of this resolution to the members of the Texas State Board 2-19 of Plumbing Examiners.
