HOUSE CONCURRENT RESOLUTION
1-1 WHEREAS, Texas is proud to be home to the National
1-2 Aeronautics and Space Administration's (NASA) Johnson Space Center
1-3 and is a state where thousands of Texans have taken part in NASA's
1-4 goals, vision, missions, and accomplishments in furthering space
1-5 exploration; and
1-6 WHEREAS, The approach of an integrated design and development
1-7 team concept implemented at Johnson Space Center has a proven
1-8 record of accomplishment in the Mercury, Gemini, Apollo, and
1-9 Shuttle programs, and the International Space Station program was
1-10 purposely located at Johnson Space Center to take advantage of the
1-11 integrated product team concept that has been so successful in
1-12 previous NASA programs; and
1-13 WHEREAS, The human space integration missions at Johnson
1-14 Space Center, including spacecraft engineering, space shuttle
1-15 operations program management, the shuttle orbiter project, and
1-16 science programs, are vital to NASA's human space program; and
1-17 WHEREAS, A proposed plan developed by NASA to consolidate
1-18 operations portends an action that would severely impact Johnson
1-19 Space Center and the Texas economy; and
1-20 WHEREAS, If the proposal is implemented, Texas stands to lose
1-21 thousands of primary and secondary jobs associated with the
1-22 aerospace industry and Johnson Space Center, thousands of
1-23 secondary, retail, and support jobs, and a significant share of
1-24 investment opportunities and associated investment benefits; and
2-1 WHEREAS, Texas was affected negatively as a consequence of
2-2 NASA's 1994 restructuring, downsizing, and space station redesign
2-3 at Johnson Space Center; and
2-4 WHEREAS, Texans support the general goal of reducing
2-5 government waste and jobs; how the goal is achieved in the case of
2-6 NASA's proposed reorganization is a key point that needs
2-7 clarification; now, therefore, be it
2-8 RESOLVED, That the 74th Legislature of the State of Texas
2-9 respectfully urge the Congress of the United States to review fully
2-10 NASA's proposed reorganization plan and to analyze the cost/benefit
2-11 of the plan, including proposed mission transfers and relocations,
2-12 with the purpose of preserving and protecting the United States'
2-13 leadership in space technology and exploration; and, be it further
2-14 RESOLVED, That the Texas secretary of state forward official
2-15 copies of this resolution to the administrator of the National
2-16 Aeronautics and Space Administration, to the president of the
2-17 United States, to the speaker of the house of representatives and
2-18 president of the senate of the United States Congress, and to all
2-19 members of the Texas congressional delegation with the request that
2-20 it be officially entered in the Congressional Record of the United
2-21 States of America.
