H.C.R. No. 196 HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, This year, the Honorable Ted B. Reed will retire as 1-2 mayor of Victoria, drawing to a close a distinguished 11-year 1-3 tenure, and his exemplary public service will be greatly missed by 1-4 his constituents and colleagues alike; and 1-5 WHEREAS, A native of Mission, Mayor Reed has lived in 1-6 Victoria for nearly four decades and has served on the city council 1-7 of his adopted hometown for 16 years; elected to the council in 1-8 1977, this remarkable individual was named mayor pro tempore only 1-9 two years later and was elected to his first term as mayor in 1981; 1-10 and 1-11 WHEREAS, Mr. Reed has served as mayor of Victoria for more 1-12 years than any other individual in the history of the city, and 1-13 throughout his career has demonstrated unwavering commitment and 1-14 foresight; under his able guidance, the city has experienced 1-15 unprecedented economic growth and prosperity and has become an 1-16 immeasurably better place in which to work, live, and raise a 1-17 family; and 1-18 WHEREAS, Of Mayor Reed's many notable accomplishments, he is 1-19 perhaps most proud of the nearly $50 million in general obligation 1-20 bonds and water and sewer bonds that have been issued during the 1-21 course of his mayoral duties; the city also has built a number of 1-22 new municipal buildings to serve the needs of this growing 1-23 community, including three fire stations, a water and wastewater 1-24 building, a street department maintenance facility, and several 2-1 multipurpose office buildings; and 2-2 WHEREAS, In addition to his countless professional 2-3 responsibilities as mayor, Mr. Reed has contributed much time and 2-4 energy to assisting local civic and charitable organizations; he 2-5 also enjoys a happy and successful marriage of 47 years with his 2-6 wife, Betty, who has served as campaign manager throughout his 2-7 illustrious career in public service; and 2-8 WHEREAS, During the past 11 years, Mayor Reed has served the 2-9 constituents of the city of Victoria with honor, integrity, and 2-10 distinction, and in light of his many outstanding contributions to 2-11 his community, it is indeed fitting that he be awarded special 2-12 legislative recognition; now, therefore, be it 2-13 RESOLVED, That the 74th Legislature of the State of Texas 2-14 hereby commend the Honorable Ted B. Reed on the occasion of his 2-15 retirement as mayor of Victoria and extend to him warmest best 2-16 wishes for continued success and happiness in his future endeavors; 2-17 and, be it further 2-18 RESOLVED, That an official copy of this resolution be 2-19 prepared for Mayor Reed as an expression of high regard by the 2-20 Legislature of the State of Texas.
