                              HOUSE CONCURRENT RESOLUTION
    1-1        WHEREAS, The passing of Dr. Lloyd Drexell Vincent on August
    1-2  5, 1994, at the age of 70, has brought a great loss to the many
    1-3  friends and relatives of this distinguished Texan; and
    1-4        WHEREAS, Dr. Vincent was born in DeQuincy, Louisiana, and
    1-5  earned his undergraduate and master's degrees in physics from The
    1-6  University of Texas at Austin before culminating his studies with a
    1-7  doctorate in nuclear physics from his alma mater in 1960; and
    1-8        WHEREAS, A World War II veteran, he began his distinguished
    1-9  career as an educator in 1953 as an assistant professor of physics
   1-10  at the University of Southwestern Louisiana and was well regarded
   1-11  throughout his chosen profession, teaching at several colleges in
   1-12  Texas and Louisiana before becoming president and chief executive
   1-13  officer of Angelo State University in 1967; and
   1-14        WHEREAS, For nearly three decades, Dr. Vincent and his
   1-15  gracious wife, Johnell, devoted themselves to the betterment of the
   1-16  university, and through their exceptional leadership helped the
   1-17  school earn state and national renown; and
   1-18        WHEREAS, In recognition of their many significant
   1-19  contributions, the college is dedicating the Lloyd D. and Johnell
   1-20  S. Vincent Nursing-Physical Science Building in their honor on May
   1-21  12, 1995; and
   1-22        WHEREAS, Dr. Vincent also left an indelible mark on the field
   1-23  of higher education through his work with numerous professional
   1-24  organizations, serving as dean of the Council of Presidents of the
    2-1  Public Senior Colleges and Universities of Texas and serving with
    2-2  distinction as a member of the National Collegiate Athletic
    2-3  Association's Presidents Commission and the Commission on Colleges
    2-4  of the Southern Association of Colleges and Schools; and
    2-5        WHEREAS, He sat on numerous committees of the American
    2-6  Association of State Colleges and Universities and positively
    2-7  affected issues closer to home through his work with the Texas
    2-8  Higher Education Coordinating Board's Formula Advisory Committee
    2-9  and the Lone Star Conference Council of Presidents; and
   2-10        WHEREAS, Moreover, Governor Preston Smith named Dr. Vincent
   2-11  chairman of the "Goals for Texas" Committee for the 13-county
   2-12  Concho Valley Region in 1970 and, in recognition of his outstanding
   2-13  public service appointed Dr. Vincent to the honorary position of
   2-14  admiral in the Texas Navy later that year; and
   2-15        WHEREAS, A recognized authority in his field of expertise,
   2-16  Dr. Vincent published numerous articles in scientific and technical
   2-17  journals, was listed in several prominent publications, including
   2-18  American Men of Science, Leaders in American Science, Who's Who in
   2-19  Frontiers of Science and Technology, and Who's Who in the World,
   2-20  was an esteemed member of Sigma Pi Sigma Physics Honor Society,
   2-21  Sigma Xi, and Alpha Chi, and was a fellow of the Texas Academy of
   2-22  Science; and
   2-23        WHEREAS, He earned widespread acclaim as chairman of the
   2-24  board of the Texas International Education Consortium, Inc.,
   2-25  traveling to Iraq to help initiate a faculty exchange program
   2-26  between Texas' public universities and that country's Mosul
   2-27  University and visiting Morocco at the invitation of its king to
    3-1  attend the groundbreaking ceremony for the English-speaking,
    3-2  Western-style university in the city of Ifrane; and
    3-3        WHEREAS, Throughout his distinguished career, Dr. Vincent
    3-4  maintained close ties to the San Angelo community and gave
    3-5  generously of his time, talents, and energies to the benefit of
    3-6  several local organizations, including United Way of Tom Green
    3-7  County, the San Angelo Chamber of Commerce, and St. John's
    3-8  Hospital, to name but a few; and
    3-9        WHEREAS, Lloyd Drexell Vincent was a man of great vision
   3-10  whose remarkable contributions to the field of higher education
   3-11  will continue to have a profound effect on the citizens of our
   3-12  state for generations to come; and
   3-13        WHEREAS, Though his special presence has been missed by all
   3-14  who knew him, his unique spirit surely lives on in the hearts and
   3-15  minds of the many people whose lives were touched by this
   3-16  exceptional gentleman; now, therefore, be it
   3-17        RESOLVED, That the 74th Legislature of the State of Texas
   3-18  hereby pay tribute to the life of Dr. Lloyd Drexell Vincent and
   3-19  extend sincere sympathy to the members of his family: to his
   3-20  beloved wife, Johnell Stuart Vincent; to his son, Drexell Stuart
   3-21  Vincent; to his daughter, Sandra Vincent Harrison; and to the many
   3-22  other friends and relatives of this outstanding Texan; and, be it
   3-23  further
   3-24        RESOLVED, That an official copy of this resolution be
   3-25  prepared for the members of his family and that when the Texas
   3-26  House of Representatives and Senate adjourn this day, they do so in
   3-27  memory of Dr. Lloyd Drexell Vincent.
