HOUSE CONCURRENT RESOLUTION
1-1 WHEREAS, The Legislature of the State of Texas is proud to
1-2 pay tribute to Mayor Haden Edwards McKay, M.D., of Humble, whose
1-3 outstanding vision and guidance have immeasurably enhanced the
1-4 quality of life for countless residents of that fine city; and
1-5 WHEREAS, Born March 18, 1908, in Bardstown, Kentucky, he
1-6 relocated with his family to Humble in 1919 and was graduated from
1-7 Charles Bender High School in 1926; and
1-8 WHEREAS, He began his higher education at Mississippi State
1-9 University, where he earned his bachelor's degree, and he continued
1-10 his pursuit of academic excellence at Chicago Medical School,
1-11 attaining his medical degree from that respected institution in
1-12 1936; and
1-13 WHEREAS, Returning to Humble, Dr. McKay joined his father's
1-14 medical practice in 1938 and together they labored to provide
1-15 much-needed care to their fellow citizens, even though the effects
1-16 of the Great Depression left many patients unable to pay for their
1-17 services; and
1-18 WHEREAS, This outstanding patriot answered his country's call
1-19 to arms in 1942 by enlisting in the United States Army, and he
1-20 served the cause of freedom with distinction during World War II as
1-21 a member of the medical corps until his discharge in 1946 with the
1-22 rank of major; and
1-23 WHEREAS, On completing his military service, Dr. McKay again
1-24 turned his energies to maintaining the health of area citizens;
2-1 during the course of his career as a physician, he not only has
2-2 cared for patients in Humble, but also has served as a valued
2-3 member of the staff at St. Joseph's Hospital and Memorial Baptist
2-4 Hospital in Houston, as well as at Northeast Medical Center
2-5 Hospital; and
2-6 WHEREAS, A respected voice within his profession, he has held
2-7 many highly responsible positions in various medical organizations,
2-8 including president of the Texas Academy of Family Practice,
2-9 chairman of the board of councilors to the Texas Medical
2-10 Association, president of the Harris County Academy of General
2-11 Practice, president of the Ninth District Medical Society, chairman
2-12 of the Tex-Pac Board of the Texas Medical Association, and many
2-13 other posts and memberships too numerous to mention; and
2-14 WHEREAS, Dr. McKay has balanced his devotion to the medical
2-15 profession with an equally impressive commitment to public service
2-16 and has helped to shape the destiny of the city he loves as a city
2-17 council member and as mayor of Humble for 12 consecutive terms; and
2-18 WHEREAS, His remarkable tenure as mayor has ushered in
2-19 sweeping civic improvements that include Humble's transition from a
2-20 general-law to a home-rule city, improvements in public
2-21 transportation and utilities, the expansion of city parks, and the
2-22 completion of a new community civic center and a criminal justice
2-23 center; and
2-24 WHEREAS, He also has participated in a variety of other
2-25 worthy civic concerns as director of the Humble Area Chamber of
2-26 Commerce, as a charter member and past president of the Humble
2-27 Intercontinental Rotary Club, as an organizer and first board
3-1 chairman of American National Bank, and as a charter member of the
3-2 North Harris County Criminal Justice Association; and
3-3 WHEREAS, Among the many well-deserved accolades given this
3-4 extraordinary individual are the Dr. Nathan Davis Award by the
3-5 American Medical Association, the Texas Medical Association
3-6 Distinguished Service Award, and the Humble Area Chamber of
3-7 Commerce Outstanding Citizen Award, which was later renamed the
3-8 Haden E. McKay Award in his honor; and
3-9 WHEREAS, For his lifetime of unsurpassed service to the city
3-10 of Humble, Dr. McKay has been affectionately called "Mr. Humble,"
3-11 and his humility with regard to his own accomplishments makes that
3-12 appellation appropriate in all respects; and
3-13 WHEREAS, Dr. McKay has been supported in his many endeavors
3-14 by his devoted wife of more than 50 years, the former Lillian
3-15 Janda, and she has been an inspiration not only to her husband but
3-16 to her community as well; and
3-17 WHEREAS, Mayor McKay and his wife also are bound together by
3-18 their strong religious beliefs; Dr. McKay is an active member of
3-19 the First United Methodist Church of Humble, while Mrs. McKay
3-20 worships at St. Mary Magdalene Catholic Church of Humble, and each
3-21 is fully supportive of the other's expression of faith; and
3-22 WHEREAS, Throughout his tenure as mayor, Dr. McKay has
3-23 exemplified the highest standards of excellence, dedication, and
3-24 leadership; his exemplary efforts and unwavering commitment have
3-25 profoundly influenced the business and civic affairs of his
3-26 community, and he is indeed worthy of our highest praise and
3-27 recognition for his extraordinary achievements in this regard; now,
4-1 therefore, be it
4-2 RESOLVED, That the 74th Legislature of the State of Texas
4-3 hereby congratulate Haden Edwards McKay, M.D., for his many
4-4 significant contributions to the citizens of Humble, both as mayor
4-5 and as an exceptional physician, and extend heartfelt best wishes
4-6 to him for continued success and happiness in the future; and, be
4-7 it further
4-8 RESOLVED, That an official copy of this resolution be
4-9 prepared for Mayor McKay as an expression of high regard by the
4-10 Legislature of the State of Texas.
