No. 210 74R13217 KMP-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, A work of art can immortalize for all time the 1-2 spirit of the age and the cultural heritage by which it was 1-3 inspired; and 1-4 WHEREAS, Recognizing outstanding artists by bestowing on them 1-5 titles of honor is a long-standing practice and serves as an 1-6 encouragement to other talented artists; and 1-7 WHEREAS, Traditionally, a committee of the Texas Legislature 1-8 has elected the Texas State Artist, appropriately honoring those 1-9 Texans who have exhibited exceptional ability in portraying the 1-10 beauty of this state, some facet of its history, or the proud 1-11 spirit of its people; now, therefore, be it 1-12 RESOLVED, That the 74th Legislature of the State of Texas 1-13 hereby create a special committee to designate Texas State Artists 1-14 in two categories of art to serve concurrently a term of one year; 1-15 one state artist shall be selected each year on the basis of 1-16 achievements in two-dimensional media and one state artist shall be 1-17 selected each year on the basis of achievements in 1-18 three-dimensional media; and, be it further 1-19 RESOLVED, That the committee shall designate a Texas State 1-20 Artist in each category for the year beginning November 1, 1995, 1-21 and ending October 31, 1996, and a Texas State Artist in each 1-22 category for the year beginning November 1, 1996, and ending 1-23 October 31, 1997; and, be it further 1-24 RESOLVED, That the special committee be named the Texas State 2-1 Artist Committee and be composed of three members of the senate to 2-2 be appointed by the lieutenant governor and three members of the 2-3 house of representatives to be appointed by the speaker of the 2-4 house; the lieutenant governor and speaker of the house shall each 2-5 designate a cochair from among their appointees, and the committee 2-6 shall subsequently meet at the call of the cochairs; and, be it 2-7 further 2-8 RESOLVED, That in the selection process each committee member 2-9 may nominate no more than two artists for each year, one in each 2-10 category, and from the list of nominees, the committee members 2-11 shall elect a state artist; in the election, a member may not vote 2-12 for his nominees; and, be it further 2-13 RESOLVED, That the persons designated as state artists be 2-14 superior and recognized artists who are citizens of the State of 2-15 Texas.
