                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment to provide a salary for
    1-2  members of the legislature and for the lieutenant governor and the
    1-3  speaker of the house.
    1-4        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 24(a), Article III, Texas Constitution,
    1-6  is amended to read as follows:
    1-7        (a)  Members of the Legislature, other than the Speaker of
    1-8  the House of Representatives, shall receive from the Public
    1-9  Treasury a salary of One Thousand Five <Six> Hundred Dollars
   1-10  ($1,500 <$600>) per month, unless a greater amount is recommended
   1-11  by the Texas Ethics Commission and approved by the voters of this
   1-12  State in which case the salary is that amount.  The Speaker of the
   1-13  House of Representatives shall receive from the Public Treasury an
   1-14  annual salary of $24,000, paid in equal monthly amounts.  Each
   1-15  member, including the Speaker, shall also receive a per diem set by
   1-16  the Texas Ethics Commission for each day during each Regular and
   1-17  Special Session of the Legislature.
   1-18        SECTION 2.  Section 17(b), Article IV, Texas Constitution, is
   1-19  amended to read as follows:
   1-20        (b)  The Lieutenant Governor shall<, while he acts as
   1-21  President of the Senate,> receive for his services an annual salary
   1-22  of $24,000, paid in equal monthly amounts.  The Lieutenant Governor
   1-23  is also entitled to receive the same per diem <the same
   1-24  compensation> and mileage which shall be allowed to the members of
    2-1  the Senate<, and no more unless the Texas Ethics Commission
    2-2  recommends and the voters approve a higher salary in which case the
    2-3  salary is that amount;  and during the time he administers the
    2-4  Government, as Governor, he shall receive in like manner the same
    2-5  compensation which the Governor would have received had he been
    2-6  employed in the duties of his office, and no more>.  An increase in
    2-7  the emoluments of the office of Lieutenant Governor does not make a
    2-8  member of the Legislature ineligible to serve in the office of
    2-9  Lieutenant Governor.
   2-10        SECTION 3.  This proposed constitutional amendment shall be
   2-11  submitted to the voters at an election to be held November 7, 1995.
   2-12  The ballot shall be printed to permit voting for or against the
   2-13  following proposition: "The constitutional amendment to provide an
   2-14  annual salary of $18,000 for members of the legislature and $24,000
   2-15  for the lieutenant governor and speaker of the house of
   2-16  representatives."
