                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment relating to the garnishment of
    1-2  wages for the collection of a civil judgment.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 28, Article XVI, Texas Constitution, is
    1-5  amended to read as follows:
    1-6        Sec. 28.  Garnishment of wages.  Sec. 28.  No current wages
    1-7  for personal service shall ever be subject to garnishment, except
    1-8  for:
    1-9              (1)  the enforcement of court-ordered child support
   1-10  payments; and
   1-11              (2)  payments required under the laws of this state for
   1-12  the collection of a civil judgment.
   1-13        SECTION 2.  This proposed constitutional amendment shall be
   1-14  submitted to the voters at an election to be held November 7, 1995.
   1-15  The ballot shall be printed to permit voting for or against the
   1-16  proposition:  "The constitutional amendment to allow the
   1-17  garnishment of wages for the collection of a civil judgment."
