                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment providing for the constructive
    1-2  election of an unopposed candidate to a municipal office.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article XI, Texas Constitution, is amended by
    1-5  adding Section 14 to read as follows:
    1-6        Sec. 14.  Notwithstanding any other provision of this
    1-7  constitution, the legislature by general law may provide for the
    1-8  constructive election of a candidate to a municipal office without
    1-9  a vote of the qualified voters if:
   1-10              (1)  each candidate whose name is to appear on the
   1-11  ballot is unopposed;
   1-12              (2)  the deadline for filing a declaration of write-in
   1-13  candidacy has passed; and
   1-14              (3)  no proposition is to appear on the ballot.
   1-15        SECTION 2.  This proposed constitutional amendment shall be
   1-16  submitted to the voters at an election to be held November 7, 1995.
   1-17  The ballot shall be printed to permit voting for or against the
   1-18  proposition:  "The constitutional amendment providing for the
   1-19  constructive election of an unopposed candidate to a municipal
   1-20  office."
