R E S O L U T I O N
1-1 WHEREAS, The house of representatives has received an
1-2 appropriation to operate as an independent agency of the state
1-3 government, charged with the responsibility of enacting laws to
1-4 protect and enhance the lives of the people of the State of Texas;
1-5 and
1-6 WHEREAS, As directed by the Constitution of the State of
1-7 Texas, the members of the 74th <73rd> Legislature have duly
1-8 elected a speaker charged with the responsibility of enforcing,
1-9 applying, and interpreting the rules of the house in all
1-10 deliberations of the house; and
1-11 WHEREAS, The Rules of the House of Representatives provide
1-12 that the speaker of the house shall appoint a Committee on House
1-13 Administration, which shall have jurisdiction over (1) the
1-14 administrative operation of the house and its employees, (2) the
1-15 general house fund, with full control over all expenditures
1-16 therefrom, (3) all property, equipment, and supplies obtained by
1-17 the house for its use and the use of its members, and (4) all
1-18 office and parking space available for the use of the house and its
1-19 members; and
1-20 WHEREAS, It is deemed essential that the house of
1-21 representatives conduct its business in an efficient and orderly
1-22 manner during the 74th <73rd> Legislature; now, therefore, be it
1-23 RESOLVED by the House of Representatives of the State of
1-24 Texas, That the speaker is authorized to make any expenditures or
2-1 transfers and perform any function deemed necessary for the
2-2 effective and efficient operation of the house of representatives;
2-3 and, be it further
2-4 RESOLVED, That the speaker's apartment and offices be set
2-5 aside for the use of the speaker, his family, and members, as the
2-6 speaker may designate, throughout the speaker's term of office, and
2-7 that the Committee on House Administration be authorized to make
2-8 the necessary expenditures to operate and properly equip and
2-9 service the speaker's apartment and offices and to employ such help
2-10 as may be necessary to properly maintain and care for the apartment
2-11 and offices; and, be it further
2-12 RESOLVED, That the speaker and his family are hereby
2-13 authorized to occupy the speaker's apartment during the speaker's
2-14 term of office, utilizing the services of employees of the house
2-15 and others on a temporary basis, if and as needed, and the speaker
2-16 is further authorized to obtain through the Committee on House
2-17 Administration the necessary supplies and services to operate the
2-18 speaker's office and also to have paid through that committee
2-19 necessary local and long distance telephone charges; and, be it
2-20 further
2-21 RESOLVED, That the speaker of the house is authorized to
2-22 attend any meetings of or sponsored by the Council of State
2-23 Governments and any meetings on problems of federal-state relations
2-24 and interstate relations and cooperation, and any other
2-25 governmental meeting in or outside the state, and at the speaker's
2-26 discretion, he may appoint members of the house, staff members, and
2-27 other employees of the house to accompany him or to represent him
3-1 at said meetings or to attend in-service training courses sponsored
3-2 by the Council of State Governments, the National Conference of
3-3 State Legislatures, or such other training courses, conferences, or
3-4 seminars as the speaker may determine. Members of the house
3-5 attending meetings under this authority while the legislature is in
3-6 session may be reimbursed for actual and necessary expenses.
3-7 Members of the house attending meetings under this authority while
3-8 the legislature is not in session and staff members and other
3-9 employees of the house attending meetings at any time under this
3-10 authority may be reimbursed for either actual and necessary
3-11 expenses or a per diem not to exceed that provided by law for state
3-12 officials or state employees. In addition, members, staff, and
3-13 other employees attending meetings under this authority may be
3-14 reimbursed for mileage or other transportation expenses at the same
3-15 rate as provided by law for state officials or state employees
3-16 together with registration fees and tuition. To receive payment
3-17 under this paragraph, sworn expense accounts must be filed with and
3-18 approved by the chairman of the Committee on House Administration
3-19 or an officer of the house designated in writing by the Committee
3-20 on House Administration. Prior written approval of the chairman
3-21 of the Committee on House Administration to attend any such
3-22 meetings, conferences, seminars, or training courses is a
3-23 prerequisite for reimbursement for travel and other related
3-24 expenses. Reimbursement for expenses incurred by a member, staff
3-25 member, or employee of the house in an appointive capacity
3-26 resulting from an appointment made by anyone other than the speaker
3-27 shall be made only in the event that the appointment and expenses
4-1 to be incurred have been previously approved in writing by the
4-2 Committee on House Administration. The speaker is authorized to
4-3 expend money for memberships in interstate associations of
4-4 legislators considered necessary to discharge properly the duties
4-5 and responsibilities of the office of speaker; and, be it further
4-6 RESOLVED, That the speaker is hereby authorized to grant
4-7 authority to select committees, interim study committees,
4-8 subcommittees, or standing committees of the house to hold meetings
4-9 while the legislature is not in session as the speaker considers
4-10 necessary and desirable to conduct the business of the house and to
4-11 assist the speaker in conducting the business of the house, under a
4-12 pattern of operation and restrictions determined by the rules of
4-13 the house, and the committee members and employees may be
4-14 reimbursed for either actual and necessary expenses or a per diem
4-15 not to exceed that provided by law for state officials or state
4-16 employees, along with mileage or other transportation expenses at
4-17 the same rate as provided by law for state officials or state
4-18 employees when conducting such business and attending those
4-19 meetings when approved by the Committee on House Administration;
4-20 and, be it further
4-21 RESOLVED, That the Committee on House Administration shall:
4-22 (1) approve all contracts necessary for the effective
4-23 operation of the divisions of the house and its committees and
4-24 consider and adopt operating budgets that cover both session and
4-25 interim periods for the divisions of the house and all committees
4-26 appointed pursuant to the resolution adopting the rules of the
4-27 house or appointed by the speaker pursuant to any other resolution;
5-1 (2) effectuate policies and determine guidelines for the
5-2 operation of the divisions and committees of the house;
5-3 (3) employ all personnel necessary for the operation of the
5-4 house and provide funds for the adequate staffing of all committees
5-5 appointed by the speaker, provided that any employee of the house
5-6 who shall be absent without leave shall not receive compensation
5-7 for the time missed;
5-8 (4) assign duties to employees of the house in accordance
5-9 with rules of the house or requirements prescribed by the Committee
5-10 on House Administration, and fix and adjust their compensation and
5-11 hours of employment; and
5-12 (5) dispense with the services of any employee of the house
5-13 who is not needed or who is guilty of misconduct; and, be it
5-14 further
5-15 RESOLVED, That the officers and employees for the 74th <73rd>
5-16 Legislature be appointed by and serve at the pleasure of the
5-17 speaker; and, be it further
5-18 RESOLVED, That the speaker shall have the right to discharge
5-19 any officer or employee of the house appointed by the speaker when
5-20 the best interest of the house of representatives would be served
5-21 by so doing. The authority to appoint and discharge officers and
5-22 employees of the house may be delegated to the Committee on House
5-23 Administration to the extent and for the length of time the speaker
5-24 determines. In the event of the absence, resignation, or death of
5-25 any officer or employee of the house, the speaker may designate a
5-26 person to take charge of and attend to all the duties of the office
5-27 affected until the officer returns or until a successor is chosen.
6-1 Officers and employees of the house shall receive the compensation
6-2 that the speaker or Committee on House Administration determines;
6-3 and, be it further
6-4 RESOLVED, That all offices of the house shall be open on days
6-5 and hours determined by the Committee on House Administration or
6-6 the speaker and other hours that the house or its committees are in
6-7 session; and, be it further
6-8 RESOLVED, That employees of the house who are not employees
6-9 of a committee or an individual member shall:
6-10 (1) be on duty on the days and hours determined by the
6-11 Committee on House Administration;
6-12 (2) perform all duties directed by the Committee on House
6-13 Administration;
6-14 (3) be allowed to appear before a standing or select
6-15 committee on a measure when granted permission by majority vote of
6-16 the committee;
6-17 (4) not enter the house chamber when the house is in session
6-18 except when performing their official duties;
6-19 (5) not enter the area on the floor of the house enclosed by
6-20 the railing when the house is in session except when specifically
6-21 authorized by the Committee on House Administration;
6-22 (6) not cast a vote for a member on the voting machine or
6-23 otherwise;
6-24 (7) not compile or release any information concerning the
6-25 voting record of any member of the house for any session of the
6-26 legislature except when a member requests information about that
6-27 member's personal voting record, or when the information is for the
7-1 journal or other official records;
7-2 (8) not campaign or assist in the campaign of any candidate
7-3 for speaker;
7-4 (9) not attempt to, or aid anyone in an attempt to,
7-5 influence any member of the house in favor of or against any
7-6 measure pending before the legislature, either directly or
7-7 indirectly, except when answering questions or giving information
7-8 at the request of a member of the house;
7-9 (10) not be permitted to receive, directly or indirectly,
7-10 any compensation, by gift or otherwise, from any other source,
7-11 unless specifically authorized by the Committee on House
7-12 Administration; and
7-13 (11) be subject to immediate discharge by the Committee on
7-14 House Administration for violation of any of these provisions or
7-15 any other applicable rule; and, be it further
7-16 RESOLVED, That employees of individual members and committees
7-17 shall:
7-18 (1) be on duty on the days and hours determined by the
7-19 employing authority;
7-20 (2) perform all duties directed by the employing authority;
7-21 (3) be allowed to appear before a standing or select
7-22 committee on a measure when granted permission by majority vote of
7-23 the committee;
7-24 (4) not enter the house chamber when the house is in session
7-25 except when they are performing their official duties and are
7-26 specifically authorized to do so by the Committee on House

8-14 influence any member of the house in favor of or against any
8-15 measure pending before the legislature, either directly or
8-16 indirectly, except when answering questions or giving information
8-17 at the request of a member of the house;
8-18 (10) not be permitted to receive, directly or indirectly,
8-19 any compensation, by gift or otherwise, from any other source,
8-20 unless specifically authorized by the employing authority;
8-21 (11) be subject to immediate discharge by the employing
8-22 authority for violation of any of these provisions or any other
8-23 applicable rule. The individual member or chair employing any
8-24 employee who violates any applicable provision or rule shall be
8-25 advised of the violation by the Committee on House Administration,
8-26 and the employing authority shall take appropriate action with
8-27 regard to the employee in question. The Committee on House
9-1 Administration may conduct an investigation into allegations of
9-2 gross misconduct and may discharge or otherwise discipline an
9-3 employee of an individual member or committee if the committee
9-4 finds that the employee has engaged in gross misconduct; and, be it
9-5 further
9-6 RESOLVED, That the period of employment of all employees
9-7 shall be determined by the employing authority, except that <all>
9-8 employees of all committees and of individual members who are not
9-9 members-elect of the next legislature shall be terminated not later
9-10 than noon on the day of the convening of the next regular
9-11 session. The salaries of employees of individual members,
9-12 committees, and the house shall begin when they are instructed to
9-13 start work by their respective employing authority. An employee of
9-14 an individual member, a committee employee, or any person, firm, or
9-15 corporation employed by a committee or subcommittee may not be paid
9-16 a salary in excess of $2,750 <$2,650> for any one month <in fiscal
9-17 year 1993>; and, be it further
9-18 RESOLVED, That each member of the house be allocated funds
9-19 for staff, office supplies, office equipment, postage, printing,
9-20 telephone, travel, and such other reasonable and necessary office
9-21 expenses as may be determined by the Committee on House
9-22 Administration. The manner in which funds are allocated, and the
9-23 amounts thereof, are as follows:
9-24 (1) each member shall have the following operating accounts
9-25 for the 74th <73rd> Legislature:
9-26 (a) a Fiscal Year Five <Session Year Three> Operating
9-27 Account (January 10, 1995 <12, 1993>, through August 31, 1995
10-1 <December 31, 1993>); <and>
10-2 (b) a Fiscal Year Six <Session Year Four> Operating
10-3 Account (September 1, 1995 <January 1, 1994>, through August 31,
10-4 1996 <January 10, 1995>); and
10-5 (c) a Fiscal Year Seven Operating Account (September
10-6 1, 1996, through January 14, 1997);
10-7 (2) each member who served in the 73rd <72nd> Legislature
10-8 may carry forward and have credited to the member's Fiscal Year
10-9 Five <Session Year Three> Operating Account the unexpended balance
10-10 of the member's Session Year Four <Two> Operating Account not to
10-11 exceed $10,000. Each member who did not serve in the 73rd <72nd>
10-12 Legislature may have credited to the member's Fiscal Year Five
10-13 <Session Year Three> Operating Account the amount of $2,000
10-14 <$1,000>;
10-15 (3) each member's operating account shall be credited with
10-16 $8,000 <$7,500> for each month <in fiscal year 1993>, except that
10-17 the Committee on House Administration may provide to the dean and
10-18 the speaker pro tempore of the house additional funds as may be
10-19 determined to be necessary for the duties of those offices to be
10-20 fulfilled;
10-21 (4) each member's Fiscal Year Five <Session Year Three>
10-22 Operating Account shall be closed as of August 31, 1995 <December
10-23 31, 1993>, and a final audit shall be conducted as soon thereafter
10-24 as possible. Each member may carry forward and have credited to
10-25 the member's Fiscal Year Six <Session Year Four> Operating Account
10-26 the unexpended balance of the member's Fiscal Year Five <Session
10-27 Year Three> Operating Account not to exceed $10,000. Each member's
11-1 Fiscal Year Six <Session Year Four> Operating Account shall be
11-2 closed as of August 31, 1996 <January 10, 1995>, and a final audit
11-3 shall be conducted as soon thereafter as possible. Each member may
11-4 carry forward and have credited to the member's Fiscal Year Seven
11-5 Operating Account the unexpended balance of the member's Fiscal
11-6 Year Six Operating Account not to exceed $10,000;
11-7 (5) all expenditures shall be charged to the period in which
11-8 they are encumbered; provided, that while the legislature is in
11-9 session, the travel expenses of members for one trip each week
11-10 between Austin and their districts and return shall not be charged
11-11 against the members' operating accounts but shall be paid from
11-12 funds appropriated for that purpose by the legislature;
11-13 (6) a member may employ, with sums from the member's
11-14 operating budget, such staff as the member deems necessary;
11-15 (7) subject to approval of the Committee on House
11-16 Administration, members may join in the employment of a research
11-17 assistant or assistants to be paid jointly from their operating
11-18 budgets. Unless expressly authorized by the provisions of this
11-19 resolution, the members who join together to sponsor such research
11-20 shall not constitute a committee, task force, or group to operate
11-21 in any official or quasi-official manner not specifically
11-22 authorized under the Rules of the House of Representatives;
11-23 (8) position classifications for all member employees,
11-24 committee employees, and research employees shall be as follows,
11-25 unless otherwise determined by the Committee on House
11-26 Administration:

12-17 (9) copies of bills, resolutions, and attachments thereto
12-18 shall be made available free of charge to members of the house who
12-19 call at the bill distribution office and request them, and the cost
12-20 of these copies shall be paid from funds appropriated for that
12-21 purpose by the legislature, provided that if the Committee on House
12-22 Administration finds gross abuse of this privilege, it may
12-23 establish a policy regarding such distribution; and, be it further
12-24 RESOLVED, That an individual member may not pay from the
12-25 member's operating account dues to a caucus. The Committee on
12-26 House Administration may not provide or allow an individual member
12-27 to expend from the member's operating account funds for the
13-1 attendance at a meeting, function, or activity sponsored by a
13-2 caucus. Upon the adoption of this resolution by the house, a
13-3 caucus shall not knowingly accept a contribution, from a person not
13-4 a member of the caucus, during the period in which the legislature
13-5 is convened in regular session or during the period beginning on
13-6 the 30th day before the date the next regular legislative session
13-7 convenes. Unless and until reporting to another entity is required
13-8 by law, a caucus shall file with the chief clerk periodic reports
13-9 of contributions and expenditures. <the Committee on House
13-10 Administration may provide or allow individual members to provide
13-11 from their operating accounts operating funds to any organization
13-12 or caucus composed exclusively of members of the house, may for
13-13 that purpose adopt policies to determine the eligibility of such an
13-14 organization for funding, and may adopt policies restricting the
13-15 purposes for which such funds may be expended. A member of the
13-16 house who joins an eligible organization or caucus to which the
13-17 member will be contributing funds from the member's operating
13-18 account, as authorized by the Committee on House Administration,
13-19 shall make a monthly contribution to that organization or caucus
13-20 each month for at least six months after the member joins the
13-21 organization or caucus. Each eligible> Each <organization or>
13-22 caucus shall provide to the chief clerk, on a regular basis, a list
13-23 of its current membership and officers. In this paragraph,
13-24 "caucus" means an organization composed exclusively of members of
13-25 the legislature, except that such an organization remains a caucus
13-26 for these purposes if its only nonlegislator members are the
13-27 lieutenant governor or governor; and, be it further
14-1 RESOLVED, That the Committee on House Administration shall
14-2 <may> provide operating funds for a house research organization
14-3 that will be an administrative department of the house, and may for
14-4 that purpose adopt policies and procedures relating to the
14-5 administrative operation of that organization. The functions and
14-6 duties performed by the house research organization shall be
14-7 governed by a 15-member steering committee composed of house
14-8 members serving staggered four-year terms, who are subject to
14-9 approval of the house membership. The house research organization
14-10 shall have an operating account and in compliance with the terms of
14-11 its establishment shall operate under a budget approved by the
14-12 steering committee and the Committee on House Administration; and,
14-13 be it further
14-14 RESOLVED, That the Committee on House Administration shall:
14-15 (1) provide and maintain for the use of the speaker,
14-16 members, employees, divisions, and committees of the house such
14-17 stationery, stamps, office equipment, furniture, fixtures,
14-18 supplies, and telephone and other services as may be necessary;
14-19 (2) keep an itemized account of the quantity and cost of
14-20 every kind of material received, and the source from which it was
14-21 received;
14-22 (3) maintain an annual operating account for each member,
14-23 division, and committee authorized by the Committee on House
14-24 Administration to make expenditures, and charge each operating
14-25 account with daily expenditures, withdrawals from inventory, and
14-26 interdepartmental services;
14-27 (4) furnish a monthly statement for the expenditures of each
15-1 member, division, and committee of the house; and
15-2 (5) adopt any rules, regulations, and policies necessary to
15-3 effectively provide and account for the above-mentioned services;
15-4 and, be it further
15-5 RESOLVED, That the Committee on House Administration shall:
15-6 (1) be in charge of and provide for the protection,
15-7 maintenance, and use of the hall of the house, all committee rooms,
15-8 offices of members and house departments, the speaker's office and
15-9 apartment, and other space under the jurisdiction of the house;
15-10 (2) make permanent assignments of desks and offices to
15-11 members of the house;
15-12 (3) adopt and enforce a plan for the parking of motor
15-13 vehicles on the portion of the Capitol grounds under house
15-14 jurisdiction;
15-15 (4) be in charge of and provide for the protection,
15-16 maintenance, and use of the furniture, fixtures, equipment, and
15-17 records of the house;
15-18 (5) purchase, remodel, repair, restore, or replace any
15-19 furniture, fixtures, equipment, and other furnishings to maintain
15-20 the dignity and appearance of space occupied by the house;
15-21 (6) determine the hours the hall of the house shall be open
15-22 to visitors;
15-23 (7) have completed and preserved the official records of the
15-24 house for the 74th <73rd> Legislature;
15-25 (8) have charge of and approve the operation and
15-26 maintenance of the printing and duplicating facilities of the
15-27 house, provided, however, that the use of the house printing and
16-1 duplicating facilities is restricted to agencies of the legislative
16-2 branch and any other operation thereof is strictly prohibited
16-3 unless previously authorized in writing by the Committee on House
16-4 Administration or an officer of the house designated in writing by
16-5 the speaker. The employee in charge of the printing facilities
16-6 must keep at least one copy of all items printed or duplicated and
16-7 a copy of the work order authorizing such printing;
16-8 (9) determine the number of copies of the daily House
16-9 Journal to be printed and have jurisdiction over the mailing and
16-10 distribution of the daily journal; and
16-11 (10) determine the number of copies of the House Journal
16-12 that will be furnished to each member for distribution by the
16-13 member; and, be it further
16-14 RESOLVED, That the Committee on House Administration shall
16-15 provide for the use of members appropriate certificates to commend,
16-16 congratulate, and memorialize. Such certificates shall be printed
16-17 with a signature line for the name of the presenting member and
16-18 adequate space for insertion of the name of the individual or
16-19 organization to be honored; and, be it further
16-20 RESOLVED, That the Committee on House Administration shall:
16-21 (1) select a suitable photographer to take individual
16-22 pictures of each member; to arrange the pictures of all members on
16-23 a panel, of the same size as used in previous sessions, in such
16-24 manner as to approximate the location of each member's desk on the
16-25 house floor; to print the name and the county of residence of the
16-26 member under each picture; and to frame and hang the panel in the
16-27 hall of the house during the Regular Session of the 74th <73rd>
17-1 Legislature; and
17-2 (2) provide that the selected photographer take the pictures
17-3 without cost to the members, the expense of the composite panel to
17-4 be paid from the expense fund of the house, and establish with
17-5 concurrence of the photographer a price to charge members for any
17-6 prints of their pictures they wish to purchase; and, be it further
17-7 RESOLVED, That the Committee on House Administration shall
17-8 prepare and distribute to all members, within 60 days of the
17-9 convening of the regular session, policy statements to include, but
17-10 not be limited to, policies pertaining to members as a class; and,
17-11 be it further
17-12 RESOLVED, That when the legislature is not in session, the
17-13 Committee on House Administration is authorized to:
17-14 (1) call meetings of the Committee on House Administration
17-15 for the transaction of necessary business, and the committee
17-16 members shall be reimbursed for expenses incurred by them when
17-17 attending such meetings or when in performance of their duties as
17-18 members of the Committee on House Administration, the reimbursement
17-19 to be either actual and necessary expenses or a per diem not to
17-20 exceed that provided by law for state officials or state employees,
17-21 along with mileage or other transportation expenses at the same
17-22 rate as provided by law for state officials or state employees;
17-23 (2) reimburse authorized members and employees for expenses
17-24 incurred by them when traveling in the performance of their
17-25 legislative duties and responsibilities within their respective
17-26 districts or within any county in which any part of their districts
17-27 lie or from their districts to the State Capitol, the reimbursement
18-1 to be either actual and necessary expenses or a per diem not to
18-2 exceed that provided by law for state officials or state employees,
18-3 along with mileage or other transportation expenses at the same
18-4 rate as provided by law for state officials or state employees;
18-5 (3) pay for all other reasonable and necessary expenses,
18-6 including operation of each member's district office, incurred by
18-7 the members of the house of representatives. The expenses shall be
18-8 paid from funds appropriated for that purpose by the 74th <73rd>
18-9 Legislature, or any other funds appropriated for the use of the
18-10 house of representatives, on vouchers or other forms approved by
18-11 the chairman of the Committee on House Administration, in
18-12 accordance with regulations governing such expenditures; and
18-13 (4) assign or reassign parking places in the best interest
18-14 of the house under such terms and conditions as the Committee on
18-15 House Administration deems to be necessary; and, be it further
18-16 RESOLVED, That pursuant to the provisions of the Legislative
18-17 Reorganization Act of 1961 (Subchapter B, Chapter 301, Government
18-18 Code), standing committees of the house established by the Rules of
18-19 the 74th <73rd> Legislature are authorized to hold meetings while
18-20 the legislature is not in session. Select committees, interim
18-21 study committees, standing committees, or subcommittees appointed
18-22 pursuant to the resolution adopting the rules of the house or
18-23 appointed by the speaker pursuant to any other resolution are
18-24 authorized to employ any person, firm, or corporation, subject to
18-25 budget limitations and provided that no person, firm, or
18-26 corporation may be employed by more than two committees or
18-27 subcommittees, and those committees or subcommittees may ask the
19-1 assistance of any of the employees, agencies, departments, or
19-2 branches of the state government; and, be it further
19-3 RESOLVED, That no allowance included in this resolution shall
19-4 be expended except for actual salaries or actual expenses of the
19-5 house, its members, departments, committees, and employees, and for
19-6 such other expenses as are authorized by the Committee on House
19-7 Administration; and, be it further
19-8 RESOLVED, That the Committee on House Administration shall
19-9 not authorize any expenditures of funds for personal or political
19-10 campaign reasons; and, be it further
19-11 RESOLVED, That all expenditures authorized by this resolution
19-12 shall be paid from funds appropriated for the use of the House of
19-13 Representatives of the 74th <73rd> Legislature by vouchers or
19-14 other forms approved by the speaker of the house and the Committee
19-15 on House Administration; and, be it further
19-16 RESOLVED, That any member who is not a member-elect of the
19-17 75th <74th> Legislature shall vacate his or her office space before
19-18 January 1, 1997 <1995>; and that if the office is not vacated on
19-19 that date the Committee on House Administration shall immediately
19-20 remove the member's personal effects and store them in an
19-21 appropriate place in order that the member-elect to whom the office
19-22 space is assigned may move in; and, be it further
19-23 RESOLVED, That the provisions of this resolution shall take
19-24 precedence over the provisions of any resolution not passed in full
19-25 compliance with the rules of the house and, except as otherwise
19-26 noted herein, shall be in effect during the full term of the 74th
19-27 <73rd> Legislature whether in session or adjournment.
