                                  R E S O L U T I O N
    1-1        WHEREAS, The passing of Joe Tate on December 13, 1993,
    1-2  brought great sadness to the many friends, relatives, and
    1-3  colleagues of this distinguished urban planner, and his death has
    1-4  been widely mourned throughout the community of Mansfield over the
    1-5  course of the past year; and
    1-6        WHEREAS,  For more than a decade, Mr. Tate provided
    1-7  outstanding expertise, leadership, and vision to his community as a
    1-8  member of the city's planning and zoning commission, ensuring that
    1-9  development in this prosperous and growing community south of Fort
   1-10  Worth would proceed in an orderly manner that would preserve its
   1-11  unique character while enabling business to flourish; and
   1-12        WHEREAS, During his accomplished tenure, Mr. Tate contributed
   1-13  countless hours to the preparation of a comprehensive zoning
   1-14  ordinance for commercial land use and, as a skilled participant in
   1-15  the process, was instrumental both in drafting the important
   1-16  ordinance and in guiding it to successful passage by the city
   1-17  council; and
   1-18        WHEREAS, This dedicated civic leader also helped to produce a
   1-19  number of well-designed projects to guide the city's present and
   1-20  future development, including a land use plan and a master
   1-21  thoroughfare plan that have sensibly adapted the area's physical
   1-22  features to provide for smooth traffic flow and a variety of other
   1-23  vital urban uses; and
   1-24        WHEREAS, Mr. Tate, who also served on the commission's
    2-1  advisory committee, was formally recognized by the citizens of his
    2-2  community at the city's annual awards program in 1993 for his
    2-3  extraordinary record of service to area residents as a member of
    2-4  the planning and zoning commission; and
    2-5        WHEREAS, A man who believed in the importance of family and
    2-6  service to God and his country, Mr. Tate was a World War II Navy
    2-7  veteran who enjoyed a happy and rewarding marriage with his devoted
    2-8  wife, Dorothy, and took great pride in the achievements of his 13
    2-9  children and many grandchildren and great-grandchildren; and
   2-10        WHEREAS, Joe Tate dedicated much of his time and energy to
   2-11  the betterment of his community and was cherished by all who knew
   2-12  him for the foresight, generosity, and common sense he displayed in
   2-13  all aspects of his life; though his presence has been sorely
   2-14  missed, his memory lives on through the many accomplishments he has
   2-15  left behind; now, therefore, be it
   2-16        RESOLVED, That the House of Representatives of the 74th Texas
   2-17  Legislature hereby pay tribute to the life of Joe Tate and extend
   2-18  deepest sympathy to the members of his family: to his wife, Dorothy
   2-19  Tate; to his sons, Joe Tate, Johnny Tate, Tim Tate, Kenneth Tate,
   2-20  Craig Tate, Lonnell Tate, and Anthoney Tate; to his daughters,
   2-21  Pearlie Robison, Linda Barns, Yvonne Tate, Vannasa Goodrich,
   2-22  Decarles Jenkins, and Sheila Thomas; to his sister, Kanzetta
   2-23  Howard; to his brother, Philmore Tate; to his grandchildren and
   2-24  great-grandchildren; and to the many other friends and relatives of
   2-25  this fine man; and, be it further
   2-26        RESOLVED, That an official copy of this resolution be
   2-27  prepared for the members of his family and that when the Texas
    3-1  House of Representatives adjourns this day, it do so in memory of
    3-2  Joe Tate.
