                                  R E S O L U T I O N
    1-1        WHEREAS, More than three decades have passed since President
    1-2  Lyndon Johnson signed into law the landmark Economic Opportunity
    1-3  Act of 1964, which created community action agencies as frontline
    1-4  participants in the War on Poverty; and
    1-5        WHEREAS, This visionary legislation led to the establishment
    1-6  of community action agencies in Texas and throughout the nation
    1-7  that provide a wide range of services and forge new opportunities
    1-8  for the poor at the community level, where low-income citizens can
    1-9  most easily have access to their programs; and
   1-10        WHEREAS, The leadership of these agencies is similarly
   1-11  progressive, as it is shared equally by low-income representatives,
   1-12  elected officials, and other local leaders who work together to
   1-13  build self-sufficiency and economic opportunity within their
   1-14  communities; and
   1-15        WHEREAS, The 50 community action agencies that currently
   1-16  exist in our state have become an integral part of the human
   1-17  services delivery network in Texas, providing needed assistance to
   1-18  clients in nearly every Texas county and wisely administering the
   1-19  state and federal grants and contracts they receive to operate the
   1-20  essential social programs that are making such a positive
   1-21  difference in the lives of so many Texans; and
   1-22        WHEREAS, Serving 34 million people in communities nationwide,
   1-23  these worthy agencies continue to fulfill their important mission
   1-24  with demonstrable results in a manner that serves as a clear
    2-1  confirmation of the success of their grass roots approach to
    2-2  fighting poverty; and
    2-3        WHEREAS, For 31 years, the hardworking and enthusiastic
    2-4  individuals who staff these agencies have helped countless
    2-5  individuals to rise out of poverty in Texas and throughout the
    2-6  nation; in light of the many significant contributions these
    2-7  outstanding organizations have made to the citizens of our state,
    2-8  they are indeed deserving of special legislative praise and
    2-9  recognition; now, therefore, be it
   2-10        RESOLVED, That the House of Representatives of the 74th Texas
   2-11  Legislature hereby designate February 22, 1995, as Community Action
   2-12  Day in recognition of 31 years of dedicated service by community
   2-13  action agencies in Texas and throughout the nation; and, be it
   2-14  further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for the Texas Association of Community Action Agencies as
   2-17  an expression of high regard by the Texas House of Representatives.
