                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  W. R. and Wynette Moore for the many significant contributions they
    1-3  have made to the field of agriculture and congratulate them on the
    1-4  occasion of their most recent honor as the winners of the 1995 Farm
    1-5  and Ranch Award; and
    1-6        WHEREAS, The Moores have proven themselves to be most worthy
    1-7  recipients of this prestigious accolade, and for nearly half a
    1-8  century, they have distinguished themselves as leaders in the areas
    1-9  of wheat production and marketing while working tirelessly to
   1-10  enhance the commodity's export opportunities worldwide; and
   1-11        WHEREAS, Both of the Moores hail from a proud tradition of
   1-12  family farmers; Mr. Moore is the son of W. R. Moore, Sr., who
   1-13  developed the region's farmer-owned wheat marketing cooperative,
   1-14  which his son continues to oversee today; and
   1-15        WHEREAS, Mrs. Moore is the daughter of Benjamin and Millie
   1-16  Farmer, who also were well-regarded throughout their community as
   1-17  cotton farmers and ranchers; she gained invaluable experience
   1-18  working with fertilizers used in the farm's cotton production and
   1-19  ably assisted in ranching activities as well; and
   1-20        WHEREAS, The Moores were pioneers in the field of wheat
   1-21  production in the 1940s and 1950s, when they proved the substantial
   1-22  benefits of fertilizing nonirrigated wheat in the West Central
   1-23  Texas region, demonstrating that the practice could increase
   1-24  harvests by up to 50 percent; and
    2-1        WHEREAS, Their innovative techniques have truly withstood the
    2-2  tests of time, since after technical advancements and continued
    2-3  improvements to their practice, they currently harvest 30 to 40
    2-4  percent more than the area average; and
    2-5        WHEREAS, The Moores also are highly regarded for their
    2-6  noteworthy efforts to nurture cooperation and action among state
    2-7  and national wheat growers, and in doing so, they have become key
    2-8  players in the development of export opportunities for the
    2-9  commodity; and
   2-10        WHEREAS, Mr. Moore helped to pioneer a series of regional,
   2-11  state, and national wheat growers' associations to promote research
   2-12  and marketing efforts and work towards the development of
   2-13  beneficial farm policies at the state and national levels; and
   2-14        WHEREAS, He later went on to establish the Texas Wheat
   2-15  Producers Board in Amarillo in 1971 and has served with distinction
   2-16  as the board's director since its inception; moreover, he
   2-17  marshalled his considerable expertise to expand the board's
   2-18  presence throughout the state during the early 1980s; and
   2-19        WHEREAS, Working together, the Moores have proven themselves
   2-20  to be a most effective pair; Mr. Moore's plainspoken and diplomatic
   2-21  style has established him as a consummate mediator, while his
   2-22  charming and gracious wife is considered by many to be the social
   2-23  key to the couple's persuasive success with fellow farmers,
   2-24  politicians, and bureaucrats; and
   2-25        WHEREAS, The Moores were among the state's first wheat
   2-26  growers to advocate a strong industry-financed and
   2-27  government-backed marketing campaign for exports to Pacific Rim
    3-1  nations, Europe, and Mexico; in addition, Mr. Moore urged the
    3-2  merger of two export promotion groups to become U.S. Wheat
    3-3  Associates in 1974, and has ably served as that group's director
    3-4  for the past 21 years; and
    3-5        WHEREAS, The couple are the proud parents of four beloved
    3-6  children and have worked in many ways to make the Munday community
    3-7  a better place to live and raise a family; both are active with the
    3-8  First Methodist Church as Sunday school teachers, and Mr. Moore
    3-9  currently is an esteemed member of the Knox County Appraisal Board
   3-10  and the Lions Club and has been active in scouting for more than 15
   3-11  years; and
   3-12        WHEREAS, The Moores have contributed greatly to the
   3-13  agricultural community in Texas throughout their lives together,
   3-14  and they are indeed worthy of special praise and recognition on the
   3-15  occasion of their most recent honor; now, therefore, be it
   3-16        RESOLVED, That the House of Representatives of the 74th Texas
   3-17  Legislature hereby commend W. R. and Wynette Moore for their
   3-18  outstanding contributions to agriculture and congratulate them on
   3-19  their recent honor as recipients of the 1995 Farm and Ranch Award;
   3-20  and, be it further
   3-21        RESOLVED, That an official copy of this resolution be
   3-22  prepared for Mr. and Mrs. Moore as an expression of high esteem by
   3-23  the Texas House of Representatives.
