                                  R E S O L U T I O N
    1-1        BE IT RESOLVED by the House of Representatives of the State
    1-2  of Texas, That Rule 8 of the Rules of the House of Representatives
    1-3  be amended by adding Section 24 to read as follows:
    1-4        Sec. 24.  CONSIDERATION OF BILLS GRANTING TUITION EXEMPTIONS.
    1-5  (a)  It shall not be in order for the speaker to lay before the
    1-6  house a bill that provides an exemption from tuition at a public
    1-7  institution of higher education unless the bill contains:
    1-8              (1)  a provision that estimates the amount of revenue
    1-9  lost to the institution as a result of the exemption for the first
   1-10  state fiscal biennium in which the exemption will be in effect; and
   1-11              (2)  an appropriation to the institution from state
   1-12  funds for that biennium in an amount at least equal to the amount
   1-13  estimated under Subdivision (1) of this subsection.
   1-14        (b)  This section does not apply if the general
   1-15  appropriations bill has been signed by the presiding officers of
   1-16  both houses and contains an appropriation specifically identified
   1-17  as an appropriation for purposes of funding the tuition exemption
   1-18  granted by the bill.
