No. 395 74R8264 NBM-F R E S O L U T I O N 1-1 WHEREAS, The American Council of Young Political Leaders 1-2 (ACYPL) is a nonprofit, bipartisan educational exchange association 1-3 that has as its mission to enhance foreign policy understanding 1-4 among rising political leaders around the world and to help them 1-5 gain valuable experience and expertise; and 1-6 WHEREAS, The ACYPL has conducted more than 500 exchange 1-7 programs that have enabled participants to directly observe 1-8 elections and political processes in other nations; since its 1-9 founding in 1966, more than 3,000 delegates from the United States 1-10 and approximately 70 other nations have participated in these 1-11 exchanges; and 1-12 WHEREAS, The cornerstone of ACYPL's education efforts, the 1-13 bilateral exchange program provides opportunities for in-depth 1-14 experience in foreign political and policy issues and personal 1-15 relationships with the foreign leaders of tomorrow; and 1-16 WHEREAS, This remarkable organization also sponsors a 1-17 biennial U.S. Election Study Program and conducts annual 1-18 conferences in which political leaders gather with their peers from 1-19 around the globe to directly observe the American political process 1-20 at the local, state, and national levels; and 1-21 WHEREAS, These programs have helped many public servants and 1-22 public policy makers reach their professional goals; the many 1-23 successful alumni of ACYPL include such notable and diverse figures 1-24 as Bruce Babbitt, U.S. secretary of the interior, and Pat 2-1 Buchanan, political commentator and former presidential candidate; 2-2 and 2-3 WHEREAS, On March 13, 1995, the city of Austin will welcome 2-4 10 up-and-coming young leaders from Mexico who will be in the Lone 2-5 Star State to learn about the American political process as part of 2-6 an ACYPL exchange; and 2-7 WHEREAS, It is with great pleasure that the people of Texas 2-8 welcome Nohelia Linares Gonzales, Osvelia "Arellano" Lopez, Fred 2-9 Alvarez Palafox, Jose Aamauri Cuauhtemoc Garcia, Enrique Esquivel 2-10 Fernandez, Jose Espina Von Roehrich, Jose Salvador Guerrero 2-11 Chipres, Rafael Lagos Inoriza, Rafael Montesinos Carrera, and Carlo 2-12 Ivan Rivera Cruz; now, therefore, be it 2-13 RESOLVED, That the House of Representatives of the 74th Texas 2-14 Legislature hereby commend the American Council of Young Political 2-15 Leaders for its outstanding contributions towards political 2-16 education and extend a warm welcome to these young ambassadors from 2-17 Mexico; and, be it further 2-18 RESOLVED, That an official copy of this resolution be 2-19 prepared for these exceptional individuals representing the 2-20 American Council of Young Political Leaders as an expression of 2-21 high regard by the Texas House of Representatives.
