                                  R E S O L U T I O N
    1-1        WHEREAS, Grady W. Smithey, Jr., is an esteemed resident of
    1-2  Duncanville who has long played an active role in making his
    1-3  community a better place in which to live, work, and raise a
    1-4  family; and
    1-5        WHEREAS, A graduate of North Texas State University,
    1-6  Mr. Smithey holds a bachelor's degree in political science and
    1-7  philosophy and a master's degree in public administration and was
    1-8  selected as an American Political Science Association Congressional
    1-9  Fellow; and
   1-10        WHEREAS, Having first won election to the Duncanville City
   1-11  Council in 1984, Mr. Smithey was reelected to office for four
   1-12  succeeding terms, during which time he also served area citizens as
   1-13  the community's mayor pro tem for a number of years; and
   1-14        WHEREAS, The former chair of the Duncanville Park Board,
   1-15  Mr. Smithey has further distinguished himself as vice chair of the
   1-16  Southwest Dallas County Transportation Committee and as secretary
   1-17  of the Dallas Regional Mobility Coalition, and he currently serves
   1-18  as secretary for the North Central Texas Council of Government's
   1-19  Regional Transportation Council; and
   1-20        WHEREAS, A longtime advocate of better highways, Mr. Smithey
   1-21  recognized early on that transportation issues play a major role in
   1-22  the economic development of an area, and his wise counsel over the
   1-23  course of the past decade was crucial to the passage of two major
   1-24  bond issues in Duncanville that have helped to ensure that the
    2-1  community can effectively handle the growing congestion on its busy
    2-2  roadways; and
    2-3        WHEREAS, At the state level, Mr. Smithey has shared his
    2-4  valuable insight and expertise with others as a member of the
    2-5  finance and administration and personnel committees of the Texas
    2-6  Municipal League, and he was elected by his peers in nine North
    2-7  Texas counties to serve as president of the league's Region 13; and
    2-8        WHEREAS, Recognized nationally as well, Mr. Smithey has given
    2-9  generously of his time to assist deserving young students in
   2-10  furthering their education and life experience as a member of the
   2-11  southwestern region selection panel for the Harry S. Truman
   2-12  Scholarship Foundation and the selection panel for the American
   2-13  Political Science Association of Congressional Fellows; and
   2-14         WHEREAS, In all aspects of his life, Grady W. Smithey, Jr.,
   2-15  has exemplified the highest standards of leadership and integrity,
   2-16  and his outstanding public service has greatly enhanced the quality
   2-17  of life for countless North Texas residents; in light of his
   2-18  extensive contributions, Mr. Smithey is indeed deserving of special
   2-19  legislative recognition at this time; now, therefore, be it
   2-20        RESOLVED, That the House of Representatives of the 74th Texas
   2-21  Legislature hereby commend Grady W. Smithey, Jr., for his exemplary
   2-22  service to the citizens of southwest Dallas County and extend to
   2-23  him sincere best wishes for continued success and happiness in all
   2-24  his future endeavors; and, be it further
   2-25        RESOLVED, That an official copy of this resolution be
   2-26  prepared for Mr. Smithey as an expression of high regard by the
   2-27  Texas House of Representatives.
