H.R. No. 473 R E S O L U T I O N 1-1 WHEREAS, The men and women who pursue careers in the field of 1-2 law enforcement in Texas are united by their pledge to provide 1-3 safety and protection to their fellow Texans, even though the 1-4 fulfillment of that vital commitment often places them in harm's 1-5 way; and 1-6 WHEREAS, Chief Deputy Bobby Biggerstaff, a valued member of 1-7 the Franklin County sheriff's office, lost his life in the line of 1-8 duty on June 19, 1993, in an automobile accident; and 1-9 WHEREAS, During his exemplary 29-year career in law 1-10 enforcement, Chief Deputy Biggerstaff served his fellow Texans as a 1-11 patrol officer for the Sulphur Springs Police Department, sheriff 1-12 of Franklin County, investigator for the Mount Pleasant Police 1-13 Department, district attorney investigator for the 76th Judicial 1-14 District, and chief of police security for the Titus County 1-15 Memorial Hospital District, and in all his varied positions he 1-16 commanded the respect and admiration of both the local citizenry 1-17 and his fellow officers; and 1-18 WHEREAS, Those who serve in the field of law enforcement are 1-19 among the most dedicated of all public servants, for they realize 1-20 that although their efforts may often place them in exceptional 1-21 physical peril, that level of personal risk is necessary to ensure 1-22 the safety of those they are sworn to protect; and 1-23 WHEREAS, Chief Deputy Biggerstaff exemplifies the spirit of 1-24 self-sacrifice that is at the core of every peace officer's pledge 2-1 to provide for the public safety of everyone in the community; 2-2 although his life has been cut tragically short, his memory will 2-3 live on in the hearts of all who were privileged to know him; now, 2-4 therefore, be it 2-5 RESOLVED, That the House of Representatives of the 74th Texas 2-6 Legislature hereby pay tribute to the life of Franklin County Chief 2-7 Deputy Bobby Biggerstaff and extend heartfelt sympathy to the 2-8 members of his family: to his wife, Lana Gail Biggerstaff, also a 2-9 peace officer; to his parents, W. O. and Lola M. Biggerstaff; to 2-10 his children, Jimmy Barrett, Tracy Rodriguez, Kimberly Barrett, 2-11 Kristi Emerine, and Karen Biggerstaff; to his brother, Derwin 2-12 Biggerstaff; to his sister, Doris Ann Devlin; to his fellow 2-13 officers; and the many other friends and relatives of this 2-14 exceptional man; and, be it further 2-15 RESOLVED, That official copies of this resolution be prepared 2-16 for the members of his family and that when the Texas House of 2-17 Representatives adjourns this day, it do so in memory of Chief 2-18 Deputy Bobby Biggerstaff.
