H.R. No. 555 R E S O L U T I O N 1-1 WHEREAS, The wedding anniversary of two outstanding Texans 1-2 who have shared 50 happy and rewarding years of marriage is truly a 1-3 memorable occasion worthy of special recognition; and 1-4 WHEREAS, James W. and Juandelle Wainscott Lacy will have the 1-5 privilege of commemorating such a momentous event in their lives 1-6 when they join with their family and many friends to celebrate 1-7 their golden wedding anniversary on November 1, 1995; and 1-8 WHEREAS, The Lacys met in August 1945 in Buckeye, New Mexico, 1-9 and quickly discovered that they wanted to spend the rest of their 1-10 lives together; they were married on November 1, 1945, at the 1-11 Buckeye Baptist Church by Mrs. Lacy's father, the Reverend C. E. 1-12 Wainscott; and 1-13 WHEREAS, They have enjoyed an enduring relationship that has 1-14 grown in love and mutual respect with each passing year and that 1-15 has been blessed with the birth of two cherished children, Rhonda 1-16 J. Lacy and James W. "Jay" Lacy, Jr.; in recent years, their 1-17 close-knit family has grown to include their daughter-in-law, 1-18 Christy Lacy, and two beloved grandsons, James Wright "Jake" Lacy 1-19 III and Jonathan J. Ross Lacy; and 1-20 WHEREAS, Making their home in various locales across the 1-21 country before settling in Midland in 1967, Mr. and Mrs. Lacy have 1-22 been industrious and esteemed members of each community in which 1-23 they have resided; Mr. Lacy distinguished himself through his 1-24 noteworthy career in the oil and gas business, serving as chairman 2-1 and director of Lacy & Byrd Inc. and as director of Lacy Oil Corp.; 2-2 and 2-3 WHEREAS, A registered professional engineer, he remains 2-4 active in his field today as an independent oil operator and 2-5 continues to offer his wealth of expertise as a member of several 2-6 professional organizations; he was honored for his outstanding 2-7 contributions to his profession when he was named Distinguished 2-8 Engineer by Texas Tech University in 1985; and 2-9 WHEREAS, Mrs. Lacy has established a reputation in her own 2-10 right for her successful career as a beautician; moreover, her 2-11 unconditional love, nurturing, and support have guided her family 2-12 throughout life's endeavors and have been a source of continuing 2-13 inspiration for the many people who are privileged to know her; and 2-14 WHEREAS, The Lacys have continued to benefit their community 2-15 through their work with several worthy organizations; Mr. Lacy 2-16 served on the board of the High Sky Children's Ranch and served in 2-17 leadership capacities with Howard Payne University and his alma 2-18 mater, Texas Tech University, which honored him as its 2-19 Distinguished Alumnus in 1990; and 2-20 WHEREAS, Mrs. Lacy has demonstrated her abiding commitment to 2-21 the arts as a valued member of both the Symphony Guild and the 2-22 Midland/Odessa Symphony Association, and she also is active with 2-23 the American Cancer Society at the state, national, and district 2-24 levels; a woman of boundless energies and enthusiasm, she is well 2-25 regarded in political circles for her tireless work with the 2-26 Republican party; and 2-27 WHEREAS, Throughout their union, the couple has shared a deep 3-1 and abiding spiritual faith as devout members of First Baptist 3-2 Church in Midland, where they have been active in a variety of 3-3 church activities; they generously established the Wainscott-Lacy 3-4 Memorial Fund to endow scholarships and international mission work, 3-5 and they further worked to share their faith with others on mission 3-6 trips throughout the world; and 3-7 WHEREAS, Built on a foundation of mutual love, trust, and 3-8 support, their life together has been a source of joy and 3-9 inspiration to all who have come to know them; now, therefore, be 3-10 it 3-11 RESOLVED, That the House of Representatives of the 74th Texas 3-12 Legislature hereby congratulate James W. and Juandelle Wainscott 3-13 Lacy on the occasion of their 50th wedding anniversary and extend 3-14 to them warmest best wishes for continued happiness; and, be it 3-15 further 3-16 RESOLVED, That an official copy of this resolution be 3-17 prepared for Mr. and Mrs. Lacy as an expression of high regard by 3-18 the Texas House of Representatives.
