                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives takes great pride
    1-2  in recognizing the Military Base Conversion and Community
    1-3  Assistance Program at the Center for Public Service at Texas Tech
    1-4  University; and
    1-5        WHEREAS, The Center for Public Service at Texas Tech
    1-6  University is a local government administration research and
    1-7  training center that offers a master of public administration
    1-8  degree with concentrations in public health, environmental policy
    1-9  and administration, criminal justice, and personnel  management;
   1-10  and
   1-11        WHEREAS, The center established the Military Base Conversion
   1-12  and Community Assistance Program to assist communities faced with
   1-13  the loss or potential loss of local military installations and to
   1-14  provide planning and development assistance to communities seeking
   1-15  to convert military bases closed under the BRAC process; and
   1-16        WHEREAS, The center is engaged in research that has resulted
   1-17  in the compilation of a comprehensive bibliography of academic
   1-18  research and case studies on successful and unsuccessful base
   1-19  conversion activities; and
   1-20        WHEREAS, The BRAC base closing process in 1995 is likely to
   1-21  close more Texas bases than its predecessors, and the Center for
   1-22  Public Service has recognized expertise in strategic planning and
   1-23  community outreach; this expertise, in conjunction with its network
   1-24  of municipal officials, provides the kind of services needed to
    2-1  initiate a base conversion planning project; and
    2-2        WHEREAS, Current planning and development services include
    2-3  engineering and environmental support, financial services, market
    2-4  analysis, and local community outreach and organizational
    2-5  development; and
    2-6        WHEREAS, The Military Base Conversion and Community
    2-7  Assistance Program has become a vital service to Texas,
    2-8  particularly in light of the predicted base closures, and its
    2-9  assistance to communities across the state has already proved to be
   2-10  highly effective; now, therefore, be it
   2-11        RESOLVED, That the House of Representatives of the 74th Texas
   2-12  Legislature hereby commend the Center for Public Service at Texas
   2-13  Tech University for its exceptional Military Base Conversion and
   2-14  Community Assistance Program; and, be it further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for the center as an expression of high regard by the
   2-17  Texas House of Representatives.
