1-1 WHEREAS, With the aging of the American population, many
1-2 families have been devastated by the need to institutionalize their
1-3 loved ones because community-based services were not available to
1-4 meet their family members' pressing physical or emotional needs
1-5 while allowing them to remain in their homes; and
1-6 WHEREAS, To this end, adult day-care centers have emerged as
1-7 a viable alternative to nursing home care, and their existence has
1-8 had a positive influence on the lives of both center participants
1-9 and the members of their families; and
1-10 WHEREAS, Designed to meet the individual needs of
1-11 functionally impaired adults, such centers provide crucial relief
1-12 to countless individuals each day, enabling caregivers to pursue
1-13 their careers and to get the respite they need from the often
1-14 crushing demands that can accompany caring for an ill, confused, or
   1-15 disabled loved one; and
1-16 WHEREAS, While assisting caregivers, adult day-care centers
1-17 also help to stimulate center participants by providing them with
1-18 an outlet for social interaction with their peers, which in turn
1-19 gives structure and meaning to their days; and
1-20 WHEREAS, At the present time, more than 4,500 elderly and
1-21 frail Texans are receiving much-needed services from the 144 adult
1-22 day-care centers filling this vital role in Texas today, and by
1-23 providing their participants with a wide variety of health, social,
1-24 and support services in a protective setting, these centers have
2-1 greatly enhanced the lives of a significant portion of the state's
2-2 population; it is fitting that this worthy industry be honored for
2-3 providing our state's frail and disabled citizens with the care and
2-4 attention they so richly deserve; now, therefore, be it
