                                  R E S O L U T I O N
    1-1        WHEREAS, On May 5, 1995, the directors and officers of the
    1-2  West Cedar Creek Municipal Utility District will formally dedicate
    1-3  the district's new, state-of-the-art water treatment plant, and to
    1-4  the residents of the district this occasion will mark an important
    1-5  step forward in their community's efforts to ensure the continued
    1-6  supply of clean, safe drinking water as well as the preservation of
    1-7  their local environment; and
    1-8        WHEREAS, Prompted by citizen petitions, the Texas Legislature
    1-9  created the West Cedar Creek Municipal Utility District in 1975 to
   1-10  provide water and sewer services to the many thousands of people
   1-11  living in the Cedar Creek Lake region; encompassing an area of more
   1-12  than 25 square miles, the district provides essential services to
   1-13  approximately 15,000 people, and during its first 20 years of
   1-14  existence it has remained a model of efficiency and responsibility;
   1-15  and
   1-16        WHEREAS, The West Cedar Creek Municipal Utility District
   1-17  surpasses standards established by the Environmental Protection
   1-18  Agency (EPA) for safe drinking water and continues to earn state
   1-19  recognition as a superior water system; in 1979, the district
   1-20  pooled its resources with those of the federal government to build
   1-21  an innovative wastewater treatment plant and collection system that
   1-22  today serves the needs of more than 4,000 customers; and
   1-23        WHEREAS, Built to meet the needs of district residents
   1-24  through the next millennium, the district's new facility, the Tool
    2-1  Water Plant, can process 1.5 million gallons of water per day and
    2-2  can be expanded to process twice that amount when needed;
    2-3  remarkably, the district has relied exclusively on its existing
    2-4  funds, not on bonds or other forms of indebtedness, to construct
    2-5  this new, state-of-the-art treatment plant; and
    2-6        WHEREAS, The opening of this facility will ensure that the
    2-7  residents of the West Cedar Creek Municipal Utility District will
    2-8  continue to obtain the high-quality water that they have come to
    2-9  expect during the last two decades; among those who have worked
   2-10  tirelessly to make this expansion program a success are the
   2-11  district's president, Clifton Smith; vice president, James
   2-12  Scrimshire; secretary, Larry Elliott; assistant secretary, R. Burke
   2-13  Stanard; general manager, Dale Beavers; and directors Ben Land, W.
   2-14  E. Oden, and C. D. Smith; and
   2-15        WHEREAS, In light of the many important contributions this
   2-16  new facility will make toward making the Cedar Creek Lake area a
   2-17  better place in which to live, it is indeed appropriate that
   2-18  special legislative recognition be given to the West Cedar Creek
   2-19  Municipal Utility District at this time; now, therefore, be it
   2-20        RESOLVED, That the House of Representatives of the 74th Texas
   2-21  Legislature hereby congratulate the West Cedar Creek Municipal
   2-22  Utility District as it formally dedicates its new facility, the
   2-23  Tool Water Plant; and, be it further
   2-24        RESOLVED, That an official copy of this resolution be
   2-25  prepared for the district as an expression of high regard by the
   2-26  Texas House of Representatives.
