                                  R E S O L U T I O N
    1-1        WHEREAS, On April 13, 1995, Frank Priour Beynon closed the
    1-2  doors of the Texas Employment Commission Cafeteria for the last
    1-3  time, thus drawing to a close his 16 years of service as the owner
    1-4  and operator of that establishment; and
    1-5        WHEREAS, Widely regarded as the source of the best coffee in
    1-6  the entire Capitol Complex area, Mr. Beynon's establishment was
    1-7  also renowned for its homemade German bread and sweet rolls, and
    1-8  the aroma of these delectable baked goods drove many disciplined
    1-9  state employees to abandon diets and New Year's resolutions
   1-10  altogether; Senator Kay Bailey Hutchison shared some of these
   1-11  legendary sweet rolls with President George Bush during a meeting
   1-12  in Washington, D.C., and the delicious pastries undoubtedly
   1-13  surpassed any food that had been previously served at the White
   1-14  House; and
   1-15        WHEREAS, In addition to catering numerous political functions
   1-16  and private receptions, Mr. Beynon has provided refreshments for
   1-17  every Governor's Easter Egg Hunt since Governor Dolph Briscoe was
   1-18  in office, and he gave Burt Reynolds, Dolly Parton, and the cast
   1-19  and crew of the movie The Best Little Whorehouse in Texas a taste
   1-20  of genuine Lone Star cuisine; Governor Bill Clements ate his first
   1-21  meal as governor in this cafeteria, and countless other Capitol
   1-22  employees have dropped in for breakfast, lunch, or a coffee break;
   1-23  and
   1-24        WHEREAS, Mr. Beynon solidified the cafeteria's reputation as
    2-1  THE place to enjoy a mid-morning or afternoon break by offering
    2-2  free coffee refills, which was often the only thing fueling the
    2-3  legislative process during the hectic final days of sessions; and
    2-4        WHEREAS, The T.E.C. cafeteria was more than just a place to
    2-5  eat; it also was a favorite gathering place for state and national
    2-6  lawmakers, lobbyists, governors, agency executives, and Capitol
    2-7  area employees alike, leading many observers to suggest that more
    2-8  deals were made in the T.E.C. cafeteria than any other site in the
    2-9  Capitol; the walls of the cafeteria have been covered with
   2-10  photographs of politicians, and each one bears a personalized
   2-11  message to Mr. Beynon as a token of esteem and regard; and
   2-12        WHEREAS, Although the denizens of the Capitol Complex will
   2-13  have to find other places to eat and other sources of coffee, there
   2-14  will never be another place quite like the T.E.C. cafeteria; the
   2-15  smiling faces of Mr. Beynon and his staff were a familiar and
   2-16  welcome sight to countless patrons, and we will miss their presence
   2-17  even more than we will miss free coffee refills and Frank's
   2-18  delicious sweet rolls; now, therefore, be it
   2-19        RESOLVED, That the House of Representatives of the 74th Texas
   2-20  Legislature hereby honor Frank Priour Beynon for his many years of
   2-21  service to the Capitol Complex and extend to him warmest best
   2-22  wishes for success and happiness in all his future endeavors; and,
   2-23  be it further
   2-24        RESOLVED, That an official copy of this resolution be
   2-25  prepared for Mr. Beynon as an expression of highest regard by the
   2-26  Texas House of Representatives.
