H.R. No. 626 R E S O L U T I O N 1-1 WHEREAS, On March 31, 1995, Bob Hughey retired from his post 1-2 as Richardson city manager, drawing to a close a distinguished 1-3 tenure in that office that spanned more than two decades; and 1-4 WHEREAS, An honors graduate of Lubbock High School, 1-5 Mr. Hughey earned a bachelor of arts degree in government from 1-6 Texas Tech University and also pursued graduate studies toward a 1-7 master's degree in public administration at his alma mater; and 1-8 WHEREAS, This respected public servant joined the city staff 1-9 in July 1971 as assistant city manager, hired in part because of 1-10 his experience in the private sector; on January 1, 1974, following 1-11 the retirement of his predecessor, Mr. Hughey was named city 1-12 manager and he continued to demonstrate his exceptional talent in 1-13 bringing the right people together to find positive solutions for 1-14 the city's problems; and 1-15 WHEREAS, During his years as city manager, Mr. Hughey earned 1-16 the respect and admiration of his peers in city government as well 1-17 as the citizens of his community; he always made sure the city 1-18 council members had all the facts they needed on which to base 1-19 their decisions, and he was known for his ability to select 1-20 excellent staff members, whom he treated as his peers rather than 1-21 his subordinates; and 1-22 WHEREAS, As city manager, Mr. Hughey contributed greatly to 1-23 the creation of a thriving economy in Richardson that has attracted 1-24 many new businesses; Richardson is the site of the Telecom 2-1 Corridor, and has a relatively low tax rate and controlled growth 2-2 that have greatly enhanced the quality of life of area residents; a 2-3 1984 study conducted by the University of North Texas cited 2-4 Richardson as the top-rated city for municipal productivity; and 2-5 WHEREAS, Mr. Hughey has had an extensive and distinguished 2-6 involvement with local and statewide organizations; a longtime 2-7 member and former chairman of the State Pension Review Board, he 2-8 also serves as vice chairman of the board of Community Credit 2-9 Union, as secretary/treasurer of the Richardson Development 2-10 Corporation, as an ex officio board member of the local chamber of 2-11 commerce, and as a member of the Leadership Richardson Advisory 2-12 Board; and 2-13 WHEREAS, In addition, Mr. Hughey has shared his leadership 2-14 abilities as a former president of the North Texas City Management 2-15 Association and on committees and the board of the Texas City 2-16 Management Association; and 2-17 WHEREAS, Throughout his many endeavors, this fine gentleman 2-18 has enjoyed the support of his wife, Nancy, and the couple's five 2-19 children, Vickie, Kayla, Shawn, Erik, and Holly; in recent years, 2-20 they have watched with pride as their close-knit family has grown 2-21 to include Vickie's husband, Kevin Hicks, and two beloved 2-22 grandchildren, Christopher and Schon Hicks; and 2-23 WHEREAS, Mr. Hughey was honored by his community in the past 2-24 when he was named an Outstanding Young Man of Richardson and he has 2-25 indeed lived up to that honor through the many significant 2-26 contributions he has made to the betterment of his community; with 2-27 political acumen and fiscal conservatism, Mr. Hughey has helped to 3-1 mold the city of Richardson into one of the finest communities in 3-2 North Texas and it is a privilege to recognize him for his valuable 3-3 service; now, therefore, be it 3-4 RESOLVED, That the House of Representatives of the 74th Texas 3-5 Legislature hereby congratulate Bob Hughey on the occasion of his 3-6 retirement as Richardson city manager and extend to him sincere 3-7 best wishes for continued success and happiness in all his future 3-8 endeavors; and, be it further 3-9 RESOLVED, That an official copy of this resolution be 3-10 prepared for Mr. Hughey as an expression of highest regard by the 3-11 Texas House of Representatives.
