                                  R E S O L U T I O N
    1-1        WHEREAS, Reverend Louis Blount has been selected to receive
    1-2  the 1995 Outstanding Texan Award in the area of law enforcement
    1-3  from the Texas Legislative Black Caucus, and this recognition is
    1-4  indeed richly deserved; and
    1-5        WHEREAS, Reverend Blount was born in 1924 to Louis and Nora
    1-6  Blount, the second of 12 children, and graduated from Phyllis
    1-7  Wheatley High School in Houston; and
    1-8        WHEREAS, He joined the Houston Police Department in 1948 and
    1-9  holds the distinction of being among the first African-Americans to
   1-10  serve on the city's police force; and
   1-11        WHEREAS, During his accomplished career in law enforcement,
   1-12  he worked in the vice division and the robbery division and as a
   1-13  citizen investigator, and he gained the respect and admiration of
   1-14  his peers and the community for his extraordinary service
   1-15  safeguarding the welfare of others; and
   1-16        WHEREAS, This remarkable gentleman also was responsible for
   1-17  organizing the Good Samaritan Baptist Church where he has provided
   1-18  inspirational leadership on spiritual matters to the members of
   1-19  this congregation as their pastor for the last 33 years; and
   1-20        WHEREAS, Reverend Blount enjoyed a happy and rewarding
   1-21  marriage to the late Lucille Lemons, and they have six children,
   1-22  Louis Blount III, Carol Bryant, Kenneth Blount, Cassandra Jolley,
   1-23  Corliss Denman, and Wayne Blount; he has since become a grandfather
   1-24  and great-grandfather with the blessed arrival of 11 grandchildren
    2-1  and one great-grandchild; and
    2-2        WHEREAS, Truly a pillar of his community, Reverend Blount
    2-3  helped to pave the way for African-Americans on the Houston Police
    2-4  Force and has demonstrated a lifelong commitment to the welfare of
    2-5  his community through his exemplary work on the police force and in
    2-6  the church; on the occasion of his most recent achievement, it is
    2-7  indeed fitting that he receive special legislative recognition;
    2-8  now, therefore, be it
    2-9        RESOLVED, That the House of Representatives of the 74th Texas
   2-10  Legislature hereby congratulate Reverend Louis Blount on being
   2-11  selected as the 1995 recipient of the Legislative Black Caucus
   2-12  Outstanding Texan Award in the area of law enforcement, and extend
   2-13  warm wishes for his continued success and happiness; and, be it
   2-14  further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for Reverend Blount as an expression of high regard by the
   2-17  Texas House of Representatives.
