                                  R E S O L U T I O N
    1-1        WHEREAS, Mrs. Helen I. Wheatley has been selected to receive
    1-2  the Outstanding Texan award in the category of education by the
    1-3  Texas Legislative Black Caucus, and this special recognition is
    1-4  indeed well deserved; and
    1-5        WHEREAS, This prestigious honor is presented every two years
    1-6  to Texans who have achieved and contributed to their professions
    1-7  and communities, and Mrs. Wheatley's outstanding endeavors not only
    1-8  meet these criteria but also set a high standard to which others
    1-9  can aspire; and
   1-10        WHEREAS, Mrs. Wheatley holds a bachelor's degree in home
   1-11  economics from Prairie View A&M University and a master's degree in
   1-12  elementary education from Texas Southern University, and she has
   1-13  done postgraduate work at The University of Texas and the
   1-14  University of Houston; and
   1-15        WHEREAS, This talented educator has contributed greatly to
   1-16  the development of education in Texas; she has served as a member
   1-17  of the boards of directors of Child Advocates, Inc. and the Young
   1-18  Women's Christian Association and as a valued member of the
   1-19  National Education Association, the Texas State Teachers
   1-20  Association, and the Houston Teachers Association; and
   1-21        WHEREAS, The recipient of numerous accolades over the course
   1-22  of her career, she was a teacher of the year nominee for the
   1-23  Houston Independent School District, and in 1989 the Helen
   1-24  I. Wheatley Sparks Park at Crawford Elementary School was dedicated
    2-1  in honor of this admired teacher; and
    2-2        WHEREAS, The devoted wife of Reuben Wheatley, Mrs. Wheatley
    2-3  also is regarded with tremendous love and affection by her four
    2-4  children and four grandchildren; and
    2-5        WHEREAS, Mrs. Wheatley has touched the lives of countless
    2-6  individuals throughout her exemplary career in the field of
    2-7  education and, on the occasion of her most recent achievement, it
    2-8  is an opportune time to honor her for her valuable service; now,
    2-9  therefore, be it
   2-10        RESOLVED, That the House of Representatives of the 74th Texas
   2-11  Legislature hereby congratulate Mrs. Helen I. Wheatley on her
   2-12  receipt of the Outstanding Texan award in the category of education
   2-13  from the Texas Legislative Black Caucus and extend to her warmest
   2-14  best wishes for continued success and fulfillment in her chosen
   2-15  field in the years to come; and, be it further
   2-16        RESOLVED, That an official copy of this resolution be
   2-17  prepared for Mrs. Wheatley as an expression of high regard by the
   2-18  Texas House of Representatives.
