No. 676 74R11190 SAJ-D R E S O L U T I O N 1-1 WHEREAS, Larry Crumpton retired from his post with the Texas 1-2 Department of Housing and Community Affairs on March 31, 1995, 1-3 drawing to a close a distinguished career in public service that 1-4 has spanned more than 23 years; and 1-5 WHEREAS, Mr. Crumpton earned his bachelor of arts and master 1-6 of business administration degrees from The University of Texas at 1-7 Austin, and his professional career includes work as a researcher 1-8 with the United States Air Force and the University of Houston; and 1-9 WHEREAS, He joined the staff of the Texas Department of 1-10 Community Affairs when the agency was created in 1971, and over the 1-11 years, he remained deeply committed to helping Texans achieve a 1-12 better quality of life; and 1-13 WHEREAS, Well regarded for his professionalism, expertise, 1-14 and hard work, he received a series of promotions over the years to 1-15 capably serve terms as deputy director of both community 1-16 development and administration, deputy executive director, and 1-17 acting executive director; and 1-18 WHEREAS, When the Texas Legislature merged the department 1-19 with the Texas Housing Agency in 1991, Mr. Crumpton became division 1-20 director for community affairs at the newly created Texas 1-21 Department of Housing and Community Affairs, where he was 1-22 responsible for programs that provide poverty assistance statewide; 1-23 and 1-24 WHEREAS, An outstanding manager, he transformed the state's 2-1 Low Income Home Energy Assistance Program into an innovative and 2-2 widely heralded program that addresses long-term solutions to 2-3 poverty; and 2-4 WHEREAS, Mr. Crumpton also helped the community services 2-5 block grant program to achieve even greater efficiency, and the 2-6 program now employs an electronic reporting system to reduce the 2-7 flow of paperwork between contractors and the department; and 2-8 WHEREAS, A man of immense vision and compassion, his profound 2-9 knowledge of poverty issues and low-income assistance programs 2-10 helped him to greatly improve the quality of life of countless 2-11 Texans, and he is indeed worthy of our special praise and 2-12 recognition on the occasion of his retirement; now, therefore, be 2-13 it 2-14 RESOLVED, That the House of Representatives of the 74th Texas 2-15 Legislature hereby honor Larry Crumpton for his exceptional service 2-16 to the Texas Department of Housing and Community Affairs and extend 2-17 to him warmest best wishes for a happy and rewarding retirement; 2-18 and, be it further 2-19 RESOLVED, That an official copy of this resolution be 2-20 prepared for Mr. Crumpton as an expression of high regard by the 2-21 Texas House of Representatives.
