H.R. No. 712 R E S O L U T I O N 1-1 WHEREAS, The men and women who pursue careers in the field of 1-2 law enforcement in Texas are united by their pledge to provide 1-3 safety and protection to their fellow Texans, even though the 1-4 fulfillment of that vital commitment often places them in harm's 1-5 way; and 1-6 WHEREAS, One such distinguished law enforcement officer was 1-7 Senior Corporal Royce Dale Dickey, a valued member of the Dallas 1-8 Police Department who lost his life in the line of duty on February 1-9 18, 1994, at the age of 45; and 1-10 WHEREAS, A 25-year veteran of the department, this 1-11 outstanding officer was a detective with the Youth and Family 1-12 Crimes Division and an expert in the field of juvenile law; during 1-13 his exceptional career, he served the people of Dallas with 1-14 distinction, earning the respect and admiration of both the local 1-15 citizenry and his fellow officers; and 1-16 WHEREAS, Those who serve in the field of law enforcement are 1-17 among the most dedicated of all public servants, for they realize 1-18 that although their efforts may often place them in exceptional 1-19 physical peril, that level of personal risk is necessary to ensure 1-20 the safety of those they are sworn to protect; and 1-21 WHEREAS, Senior Corporal Royce Dale Dickey exemplified the 1-22 spirit of self-sacrifice that is at the core of every peace 1-23 officer's pledge to provide for the public safety of everyone in 1-24 the community; although his life has been tragically cut short, his 2-1 memory will long endure in the hearts of all who were privileged to 2-2 know him; now, therefore, be it 2-3 RESOLVED, That the House of Representatives of the 74th Texas 2-4 Legislature hereby pay tribute to the life of Senior Corporal Royce 2-5 Dale Dickey of the Dallas Police Department and extend heartfelt 2-6 sympathy to the members of his family: to his wife, Carolyn Sue 2-7 Dickey; to his sons, Justin and Todd Dickey; to his parents, Dale 2-8 and Fran Dickey; to his brother, Mike Dickey; to his mother-in-law, 2-9 Eldee Martin; to his fellow officers; and to the many other friends 2-10 and relatives of this exceptional man; and, be it further 2-11 RESOLVED, That an official copy of this resolution be 2-12 prepared for the members of his family and that when the Texas 2-13 House of Representatives adjourns this day, it do so in memory of 2-14 Senior Corporal Royce Dale Dickey.
